優化河道治理與水環境保護的措施研究

摘 要：新時代，我國各級政府高度重視河道治理與水環境保護工作，積極制定措施開展相關工作，保障我國生態環境保護工作順利開展，獲得最優的綜合收益。水環境保護和污染防治是我國環境保護的客觀要求。目前，我國河道治理存在三大突出問題，一是河岸硬化改造不合理，二是河道斷面趨于單一化，三是河道水環境整體污染嚴重。本文重點分析了河道治理與水環境保護工作存在的問題，研究了河道治理與水環境保護工作的優化措施，以期提升河道治理效果，保護水環境。

Study on Optimization Measures for River Management and

Water Environmental Protection

Abstract： In the new era， governments at all levels in China attach great importance to river management and water environmental protection， and actively formulate measures to carry out related work to ensure the smooth development of China's ecological environmental protection work and obtain optimal comprehensive benefits. Water environmental protection and pollution prevention are the objective requirements for environmental protection in China. At present， there are three prominent problems in river management in China. One is that the riparian hardening is unreasonable， the other is that the cross section of the river is singular， and the third is that the river water environment is seriously polluted. This paper analyzed the problems existing in river governance and water environmental protection， and studied the optimization measures of river governance and water environmental protection， with a view to improving the river governance effect and protecting the water environment.

近年來，伴隨我國社會經濟的快速穩定推進，各行各業逐漸提升了對環境保護的關注度，使得各類環境污染問題均得到有效控制。水環境保護和污染防治是我國環境保護的重要任務[1-3]。當前，我國高度關注和重視河道治理與水環境保護工作，運用的工作方法和技術手段也越來越先進[4-7]。但是，在具體開展過程中，相關工作依然存在類型多樣的問題[8-12]，影響我國基礎水環境的穩定有序發展。人們要采取科學措施，保障河道治理和水環境保護工作在開展過程中獲取最優綜合收益。

1 河道治理與水環境保護工作存在的問題

1.1 河岸硬化改造不合理

河道治理期間，河岸硬化改造未能做好設計和控制，直接影響基礎水環境體系的穩定性，造成不良影響和破壞[13-15]。調查結果顯示，現階段，我國大多數河道治理工程項目都倡導河岸硬化處理，伴隨河岸硬化處理范圍的持續擴展，基礎河道水環境體系不可避免地受到一定影響。……
