Thoughts on the Dilemma of Crisis Management

Since the 18th National Congress of the Communist Party of China，with the comprehensive deepening of reforms in China，the state’s governance capacity and the modernization of the governance system have achieved certain results，and the level of government management and governance has been continuously improved.As an important function of grassroots government management，crisis management is constantly improving its system guarantee and operation mechanism.However，due to the large number of grassroots governments in China，the number of grassroots government personnel is small and the funds are relatively small.It is difficult to effectively deal with all crisis events.It is imperative to deal with the crisis management level of the grassroots government.This paper aims to explore ways to improve the crisis management capabilities of grassroots governments.

1 Current situation of crisis management at the grassroots level

At present，in the process of implementing laws and regulations and higher-level policies，a few grass-roots governments pursue their own interests regardless of the interests of the people.Some grass-roots governments have made decisions and implemented lightly，and even grassroots governments have implemented extra-legal interventions to weaken government execution.At its root，due to the differences in development concepts and development models，there are many institutional dilemmas in the execution of grassroots government.In the practice of crisis management in grassroots government in China，many grassroots governments often pay insufficient attention to crisis plans.This is mainly manifested in two aspects： one is to ignore the setting of the crisis management plan； the other is the lack of exercise in the crisis management plan，often without actual Disposal effectiveness，when a real crisis breaks out，it is difficult to play a practical role.

2 The crisis of grassroots government crisis management

At present，there are some difficulties in the management of crisis events in China’s grassroots government.The main difficulties are the lack of grassroots government staff.The grassroots government is the executive implementer of government policies.There are many affairs，many emergencies，and often insufficient personnel.The second is materials.There is a shortage of resources.The fiscal revenue of the grassroots government is mainly allocated by the higher level government.When it is necessary to use the financial funds，it is necessary to apply to the higher level government.Inevitably，there will be lag problems.In addition，the grassroots government has heavy daily management tasks in the crisis，and there are more subordinates and more.At the time，township and village staff have multiple roles and cannot guarantee the quality of crisis handling.These dilemmas are，in the final analysis，a shortage of resources for people and property，which not only affects the execution of grassroots governments in the handling of crisis events，but also affects the satisfaction of the people with grassroots governments.

3 Grassroots government crisis management path

How to let the grassroots government have more energy to solve the crisis，this requires decision makers to provide solutions in terms of people and property.The grassroots governments often have unlimited responsibilities，limited power，and the right to blame and decentralize their rights.Reasonably determine the authority of the grassroots government and clarify the responsibility that the grassroots government should reasonably assume according to the principle of consistency of powers and responsibilities.Secondly，it is necessary to give the grassroots government more funds and personnel allocation，to ensure that it has sufficient personnel mobilization and funds in response to crisis events，to facilitate the resolution of emergencies，and to effectively improve the execution of grassroots governments.
