國土空間規劃體系中開發區規劃管理定位研究

摘要：改革開放四十年以來，各級各類開發區成為國家經濟發展的排頭兵，制度創新的探路者。在原城鄉規劃和土地利用規劃體系中，開發區探索建立了“總體規劃—詳細規劃”兩級規劃編制和管理體系。在“多規合一”新時代，開發區規劃體系面臨重構，以便融入“五級三類”國土空間規劃體系。本文梳理了開發區規劃管理的演進歷程，基于國土空間規劃體系，為開發區構建了新的兩級規劃體系，即“專項規劃—詳細規劃”。最后以新疆維吾爾自治區昌吉州為例，介紹了如何在市縣級國土空間總體規劃中應用新的開發區規劃體系。

Research on the Planning and Management of Development Zone in National Territorial Spatial Planning System： A Case Study of Changji Hui Autonomous Prefecture

[Abstract] Since 40 years of the reform and opening-up， the development zones have been playing important roles in economic development and system innovation. Based on the old system of Urban and Rural Planning and Land Use Planning， the development zone has established a two-level planning system of master planning and detailed planning. In a new era of "multiple-plan integration"， development zone planning must be rebuilt in order to be integrated into the national territorial spatial planning system. This paper reviews the evolution course of development zone planning and rebulids a new two-level planning system of special planning and detailed planning for the development zones. With a case study of changji hui autonomous prefecture， this paper demonstrates the way of applying the new two-level planning system in the national territorial spatial planning at city and county level.

引言

2019年5月，國家出臺《中共中央 國務院關于建立國土空間規劃體系并監督實施的若干意見》（以下簡稱《若干意見》），標志著國土空間規劃編制工作在全國范圍內正式展開。“五級三類”的國土空間規劃體系基本延續了土地利用規劃傳導機制，體現了一級政府一級規劃的行政事權。通過上下層級垂直傳導，建立起緊密銜接的國土空間規劃體系。有別于國家、省、市、縣、鄉五級行政主體，開發區是介于政府和企業之間的一種特殊管理單元，在新的國土空間規劃體系中如何與既有開發區規劃管理方式做好銜接，促進開發區持續健康發展，值得深入探討。
