論新時代中國價值觀的內容與特征

摘 要：To build Chinese Values for a New Era can not only strengthen our confidence in the path，theory，system，and culture of socialism with Chinese characteristics，but win more say for China in the international community.Inheriting the traditional outstanding values in the past five thousand years，Chinese Values for a New Era，with Marxist values as guidance，are dominated by socialist core values and committed to build a community of shared future for mankind，which are characterized by its nature of nation，times，inclusiveness and expansibility.

Ⅰ.Fostering Chinese Values is of Great Significance

The past 40-year reform and opening-up has seen a new era of socialism with Chinese characteristics and the great journey to a stronger China.China is moving into critical stage for development，reform and contradiction where the contradiction is more pronounced and problems are intertwined.Facing these problems，Chinese should enhance cohesion.Meanwhile，spiritual guidance is urgently needed.However，China is overwhelmed with various ideological trends and different values，which has affected the advocation and practice of mainstream values.Internationally，someone in other ?countries can't adapt to and understand China's development，and make use of western discourse to distort China's development in an attempt to disrupt，delay or even eliminate China's development.Domestically，the building of Chinese values can provide spiritual guidance for the people，and enhance the confidence in the path，system，theory and culture of socialism with Chinese characteristics for a new era.Internationally，it enhances sense of identity with the path，system，theory and culture of socialism with Chinese characteristics for a new era.

Ⅱ.Fundamental Content of Chinese values for a New Era

（1）Chinese values are the collective of outstanding values in the past five thousand years.The outstanding traditional culture is not only the origin of Chinese advanced culture，but our "root" and "soul"，whose value orientation represents important content of Chinese values.General secretary Xi Jinping has pointed out that "digging out and elucidating new values for a new era from Chinese outstanding traditional culture which cherishes humanity，people-oriented thinking，integrity，justice，peace，and harmony"，all of which，after innovative development and creative transformation，becomes integral part of Chinese values for a New Era.

（2）Chinese values are under the guidance of Marxist Values.Taking the Marxism Value as the basic instruction，Chinese values incorporate the communist values which pursue people's freedom and the comprehensive development，the proletarian values which stick to the principle position of the People，the collectivism values which achieve the dialectical unification between individual development and the social development.

（3）Chinese values are committed to build a community of shared future for mankind.In the new era，Chinese values also pay attention to human civilization development beside domestic affairs.Chinese values acknowledge human civilization diversity and mutual equality，devote to the building of human destiny community，care about global problems facing humankind，and adhere to the principle of achieving shared growth through discussion and collaboration.At the General Debate of the 70th Session of the UN General Assembly，Xi Jinping gave a statement titled with Working Together to Forge a New Partnership of Win-win Cooperation and Create a Community of Shared Future for Mankind，in which he put forward that "peace，development，equity，justice，democracy and freedom are the common values of all mankind".Meanwhile，peace，development，equity，justice，democracy and freedom are also embodied in Chinese values.

Ⅲ.Basic Characteristics of Chinese values for a New Era

（1）National character.Chinese values are the outcome of the cultivation，acculturation and care of the unique Chinese culture，which reflect the quality and character of the Chinese nation over thousands of years.It can be viewed as the understanding，acceptance，identification and expression of the values of the path，theory，system and culture of socialism with Chinese characteristics for a new era; it proves and confirms the great achievements of China's revolution，construction and reform; it is an exploration for the value rationality and discourse system of Chinese practice with Chinese characteristics，Chinese style and Chinese bearing，which reflects the great role of China's current practice in realizing the Chinese Dream of national rejuvenation and its value for human civilization trend.

（2）Character of times.Chinese values，with distinctive characteristics of the new era，has witnessed the change of social principal contradiction，an increasingly stronger China，the process of creating a better life and gradually realizing the common prosperity of all people，and the journey to the center of world stage，which determines the value subject in China is the people.Guided by socialism with Chinese characteristics for a new era，they witnessed the strong rise of China which got rich from poverty and then became stronger and stronger; they went through the critical moment to realize Chinese Dream of national rejuvenation and saw the world in the midst of unprecedented great change.The background，situation and questions facing Chinese values are close related with the character of times.

（3）Inclusiveness.The superiority of Chinese values lies in its openness，inclusiveness，and advocation of shared growth through discussion and collaboration，which surpasses the western values of unitary modernization.Chinese values advocate multi-civilization and peaceful coexistence，give consideration to core concerns of other countries when safeguard its interests，and promote common development of all countries when pursuing its own development.Instead of following the pattern that "power leading to hegemony" and cold war values featuring confrontation and Cold War values，China takes the principle of win-win cooperation instead.China is also willing to work together with the people of all countries to build a community of shared future for mankind and to create an open，inclusive，clean and beautiful world with lasting peace and universal security，common prosperity.

（4）Expansibility.Chinese values are not closed or fixed but change and develop with the development of practice.Chinese values adhere to Marxist Values as guidance，take Chinese outstanding traditional culture as the important origin，and fully absorb the reasonable factors of western civilization.

To build Chinese values for a new era，many complicated problems are arriving，which needs further exploration in both theory and practice.Only gain deeper understanding and wider consensus，can it truly achieve the role of "providing a source of cultural and moral guidance for our people".
