[摘 要]跨境電子商務(wù)在白云區(qū)經(jīng)過多年的發(fā)展,取得了明顯的成績,但同時也面臨跨境電商標桿企業(yè)少、缺乏跨境電子商務(wù)專業(yè)服務(wù)、跨境電商人才匱乏等瓶頸。針對這些問題,白云區(qū)應(yīng)強化“互聯(lián)網(wǎng)+國際貿(mào)易”思維,結(jié)合白云區(qū)自身優(yōu)勢,加快培育一批平臺型、功能型大型龍頭企業(yè),推動產(chǎn)業(yè)聚集,打造跨境電子商務(wù)生態(tài)體系,整合“出海”資源,優(yōu)化白云區(qū)跨境電子商務(wù)發(fā)展全球布局。

Abstract: After years of development, cross-border e-commerce has made remarkable achievements in Baiyun District, but it also faces the bottlenecks of fewer cross-border e-commerce bench-marking enterprises, lack of cross-border e-commerce professional services and lack of cross-border e-commerce talents. In view of these problems, Baiyun district should strengthen “Internet + international trade” thinking, combining the advantages of Baiyun District, accelerate the cultivation of a number of functional and platform-based large-scale leading enterprises, promote industrial agglomeration, build cross-border e-commerce ecological system, integrate “going to sea” resources, and optimize the global layout of cross-border e-commerce development in Baiyun District.

跨境電子商務(wù)(cross-border e-commerce),是指分屬不同關(guān)境的交易主體,通過電子商務(wù)平臺達成交易、進行電子支付結(jié)算,并通過跨境物流送達商品、完成交易的一種國際商業(yè)活動[1]。按交易主體不同,我國跨境電子商務(wù)可分為企業(yè)對企業(yè)(B2B)和企業(yè)對消費者(即B2C)的交易模式。按照進出口方向不同,跨境電子商務(wù)可分為出口跨境電子商務(wù)和進口跨境電子商務(wù)。
一、白云區(qū)跨境電子商務(wù)發(fā)展現(xiàn)狀
(一)廣東省跨境電商進出口額在全國名列前茅
根據(jù)網(wǎng)經(jīng)社—電子商務(wù)研究中心的數(shù)據(jù),2018年,廣東省跨境電商進出口759.76億元,同比增長72.0%,規(guī)模位居全國首位[2]。2017年廣東省跨境電子商務(wù)進出口441.9億元,同比增長93.8%,規(guī)模居全國第一[3]。
(二)廣州市跨境電子商務(wù)發(fā)展處于國內(nèi)城市前列
2018年貿(mào)易保護主義導致全球貿(mào)易環(huán)境日趨惡化,根據(jù)廣州市統(tǒng)計局的數(shù)據(jù),2018年,廣州市全年商品進出口總值9810.15億元,僅比上年增長1.0%,但跨境電子商務(wù)依然獲得穩(wěn)定增長,納入統(tǒng)計的跨境電子商務(wù)進出口246.8億元,增長8.4%。……
