經濟后發區域服務外包產業發展戰略分析

[摘 要]立足平潭現有服務外包產業基礎，利用SWOT模型，分析區內服務外包產業的優勢、劣勢、機遇和挑戰，得出SWOT戰略組合矩陣，并提出平潭綜合實驗區政府應陸續出臺、推進和落地區內服務外包優惠政策;創新人才培養的定位和模式，建立人才保障機制，加大高層次人才的引進力度;完善區內服務外包產業的綜合商務配套產業體系，優化投資軟環境;抓住平潭綜合實驗區服務外包產業的區域特色，確定產業定位，推動在岸和離岸業務協調發展;以創新驅動相關企業的資源整合和轉型升級，服務產業群發展等思路及對策。

Abstract： Based on the existing service outsourcing industry foundation of Pingtan Comprehensive Experimental Zone， this paper uses the SWOT model to analyze the advantages， disadvantages， opportunities and challenges of the service outsourcing industry in the region， drawing the SWOT strategic combination matrix， and puts forward that the government of Pingtan Comprehensive Experimental Area should successively introduce， promote and settle down the preferential policy of service outsourcing; innovating the orientation and model of personnel training， establishing a talent guarantee mechanism， and increasing the introduction of high-level talents; improving the comprehensive business supporting industry system of service outsourcing industry in the region， and optimizing the soft environment for investment; seizing the regional characteristics of service outsourcing industry， determining the industry orientation， and promoting the coordinated development of onshore and offshore business; driving resources integration、transformation and upgrading of related enterprises by innovation， and serving the development of industrial clusters; and other ideas and countermeasures.

與廈門、福州、泉州等福建省內經濟核心區域相比，平潭綜合實驗區目前還處于全面開發階段、建設突破期，要發揮其區位、生態資源以及政策洼地等優勢，全面加快開放開發，以優先發展的“5+2”產業（即旅游文化康體、總部經濟、航運物流、建筑、風能、會展、智慧等產業）為基礎，以產業推項目，進一步打造以物流、會展、旅游及電商等核心方向發展服務外包產業及集群，尤其兩岸的現代服務業合作以及依托現代服務業形成的服務外包業務是平潭產業開發規劃的重點內容。
