新發展理念視角下黑龍江省冰雪旅游產業發展對策研究

[摘 要]依托全國冰雪旅游發展黃金時代的大背景，結合四個理念，通過文獻分析、實際調研，對黑龍江省冰雪旅游產業進行深入分析。面對冬奧會的沖擊、新興冰雪勢力的崛起，以及黑龍江省冰雪旅游長久以來不能有實質性進展，從優勢、劣勢、機遇、挑戰四個方面對黑龍江省冰雪旅游產業進行全面剖析，并從創新、協調、綠色、開放、共享角度提出提升競爭力的對策建議。

Abstract： Based on literature analysis and practical investigation， this paper makes an in-depth analysis of the snow and ice tourism industry in heilongjiang province based on the background of the golden age of snow and ice tourism development in China and four concepts. 一、前言

近些年，黨中央、國務院對旅游業發展給予高度關注。《旅游業“十三五”發展規劃》提出以創新、協調、綠色、開放、共享的發展理念為引領建成全面小康型旅游大國并首次將旅游業納入國家“十三五”重點專項規劃。各省市響應國家政策，積極扶持和培育旅游產業。《黑龍江省旅游業“十三五”發展規劃》提出將旅游業作為全省經濟發展“轉方式、調結構、促轉型”戰略性支柱產業進行培育和扶持。面對新時代新的要求，黑龍江省如何繼續保持其在冰雪旅游產業中的優勢便成為一個重要的研究課題。本文采用SWOT分析法對黑龍江省冰雪旅游產業的優勢、劣勢、機遇和挑戰進行分析，并結合新發展理念的要求提出提高其競爭力的對策建議。

二、黑龍江省冰雪旅游產業的SWOT分析

黑龍江省是中國緯度最高的省份，獨特的地理環境決定了冰雪資源的優越性，雪量豐富、雪質多樣、雪期長，冰雪共存，冰雪資源豐富、適合于多種用途;黑龍江省是中國最早開發、運營冰雪的省份，冰雪文化氛圍濃厚;黑龍江省冰雪體育強省，冰雪裝備產業發展曾馳名全國。……
