淺析電子化招投標系統的高效性與安全性

摘 要：隨著信息技術的高速發展，在我國政府中長期發展中，電子化招投標得到了廣泛的應用。電子化招投標系統的運用，有助于實現我國政府職能的成功轉變，對建設服務型、陽光型政府，具有不可估量的意義。在本文中，以電子化招投標系統為主要研究對象。重點闡述電子化招投標系統的安全性與高效性，從信息技術角度研究電子化招投標系統的安全與高效。通過研究，旨在為電子化招投標系統的構建與廣泛應用創設良好的條件。

Abstract：With the rapid development of information technology，electronic bidding has been widely used in the medium and long-term development of our government. The application of electronic bidding system is helpful to realize the successful transformation of government functions，and has inestimable significance to the construction of service-oriented and sunshine-oriented government. In this paper，taking the electronic bidding system as the main research object. The security and efficiency of electronic bidding system are expounded，and the security and efficiency of electronic bidding system are studied from the angle of information technology. The purpose of the study is to create favorable conditions for the construction and widely application of the electronic bidding system.

0 引 言

近年來，電子化招投標發展迅速，在政府工作中具有舉足輕重的地位。但是，由于信息技術水平發展不完善，電子化招投標系統在實際運用中仍然暴露出不少亟需解決的問題。讓電子化招投標系統顯現出缺陷的主要原因，與我國信息技術基礎建設、政府電子化招投標工作流程與管理制度、電子化招投標系統的安全與高效構建等，存在著密不可分的關系。本文在前人研究的基礎上，總結有關研究成果，并通過文獻資料閱讀法、理論分析法、實際調研法等論述電子化招投標系統的安全性與高效性，并從基礎系統建設角度，為電子化招投標系統的安全與高效出謀劃策。

1 電子化招投標系統概述

電子招標投標系統就是以網絡技術為基礎，招標、投標、評標、合同等業務全過程實現數字化、網絡化、高度集成化的系統，主要由網絡安全系統與網上業務系統兩部分組成。……
