農村一二三產業融合機制與路徑分析

摘 要： 農村一二三產業融合對于實現農業生產方式變革、構建現代農業產業體系、實現農民增收有著極大的意義和作用。農村一二三產業融合的本質是產業間分工協作的關系，農村一二三產業融合的內涵、機制和路徑都可以從分工協作的角度進行解釋。同時，在農村一二三產業融合中應注意農業、農民的主體地位，信息化建設、分工協作機制和利益聯結機制等方面的問題。

Abstract：The integration of the rural primary， secondary and tertiary industries is of great significance to the realization of the transformation of the mode of agricultural production， the construction of modern agricultural industrial system and the increase of farmers income. The essence of the integration of the rural primary， secondary and tertiary industries is the relationship between division and cooperation among industries， the connotation， mechanism and path of the integration of the rural primary， secondary and tertiary industries can be explained from the perspective of division of labor and cooperation. At the same time， in the integration of the rural primary， secondary and tertiary industries， we should pay attention to the main position of agriculture and farmers， the construction of information， the mechanism of division of labor and cooperation and the mechanism of interest joint and so on.

農村一二三產業融合是產業融合的更深入推進階段，對于促進農業生產方式轉變、構建現代農業產業體系、拓寬農民增收渠道有著極大的重要性和必要性。然而當前我國農村一二三產業融合還處于初級階段，融合水平低，融合主體發育遲緩，產供銷、貿工農還存在脫節，農產品產業鏈還沒有得到充分拓展與實現，其融合的總體進程仍處于不斷的探索和總結之中。在此背景下，2016年1月國務院辦公廳提出《國務院辦公廳關于推進農村一二三產業融合發展的指導意見》，提出用工業思維發展農業，以市場需求為導向，推動制度、技術和商業模式創新，深入推進農業供給側結構性改革，以此來構建農村一二三產業交叉融合的現代產業體系。2017年中央一號文件中也提出要發展壯大新產業新業態，深入推進一二三產業融合發展。所以，從當前的理論和現實背景來看，研究農村一二三產業融合具有極大的理論意義和現實意義。……
