摘 要: 正式與非正式制度是我國女性公務員職業(yè)發(fā)展的基本保障,二者客觀存在差異與沖突是導致制度失靈的本源。制度一旦失靈將會直接導致我國女性公務員職業(yè)發(fā)展的政治生態(tài)環(huán)境惡化,而政治生態(tài)環(huán)境的惡化會制約制度執(zhí)行力。制度失靈無疑已經(jīng)成為當前我國女性公務員職業(yè)發(fā)展阻滯的根源。要想實現(xiàn)我國女性公務員職業(yè)的順暢發(fā)展,通過采取“促進非正式制度向正式制度轉變,減少二者之間的沖突;建立適合女性公務員職業(yè)發(fā)展的制度,形成導向積極的制度預期;營造女性公務員職業(yè)發(fā)展良好政治生態(tài)環(huán)境,保證制度的執(zhí)行力”等方法與措施對制度失靈進行有效治理,則顯得尤為重要。

Abstract: The formal and informal systems are the basic guarantee for the career development of female civil servants in China. The objective differences and conflicts are the source of system failure. The failure of the system will directly lead to the deterioration of the political ecology environment of the career development of the female civil servants, and the deterioration of the political ecology environment will restrict the enforcement of the system. System failure has undoubtedly become the source of the development of female civil servantscareer development in China. In order to realize the smooth development of the career, we must promote the transformation of the informal system into the formal system, establish a system suitable for female civil servants career developmen, form a positive system expectation, build a good political ecology environment for career development of female civil servants to ensure the execution of the system.

研究文獻與調(diào)研的實際情況分析,我國女性公務員在職業(yè)發(fā)展過程中,“職業(yè)倦怠、職業(yè)中斷、職業(yè)隔離”現(xiàn)象日益明顯,大多數(shù)女性公務員對自身所從事的職業(yè)缺乏相應的工作熱情。同時,女性公務員在非正式制度的影響下,她們無法有效處理“自然人”與“社會人”這種雙角色之間的矛盾。這些現(xiàn)象表明我國現(xiàn)有在職、在崗的女性公務員在職業(yè)發(fā)展過程中均受到了相應的阻滯。……
