海南應(yīng)建設(shè)自由港而非僅自由貿(mào)易港

摘 要： 雄安是總結(jié)改革開(kāi)放40周年的集大成之作，海南是面向未來(lái)改革發(fā)展的積極探索，因此海南應(yīng)建設(shè)自由港而非僅僅是自由貿(mào)易港。自由貿(mào)易區(qū)、自由貿(mào)易試驗(yàn)區(qū)、自由貿(mào)易港和自由港是不同的概念，存在不同的內(nèi)容區(qū)分；改革開(kāi)放未來(lái)走向、全面開(kāi)放新格局、中國(guó)特色社會(huì)主義新時(shí)代、深入推動(dòng)經(jīng)濟(jì)全球化、貿(mào)易大國(guó)轉(zhuǎn)成貿(mào)易強(qiáng)國(guó)、創(chuàng)新性主動(dòng)開(kāi)放、改革開(kāi)放一百周年奮斗目標(biāo)等方面皆說(shuō)明自由港建設(shè)具有必要性緊迫性；應(yīng)全面梳理海南現(xiàn)狀、科學(xué)確定總體要求、出臺(tái)具體配套舉措，特別是加快出臺(tái)《中共中央國(guó)務(wù)院關(guān)于支持海南加快建成中國(guó)特色自由港的意見(jiàn)》、建立省縣兩級(jí)制的新型產(chǎn)業(yè)功能區(qū)、提升政府配套服務(wù)能力和企業(yè)配套生產(chǎn)能力等推進(jìn)自由港的科學(xué)發(fā)展。

Abstract： Hainan is an active exploration for the future reform and development. Therefore， Hainan should build a free port rather than just a free trade port. The free trade zone， the free trade test area， the free trade port and the free port are different concepts， and there are different content differences； the future trend of reform and opening to the outside world， the new pattern of opening up to the whole， the new era of socialism with Chinese characteristics， the deepening of the economic globalization， the transition of a big trade country into a trade power， the initiative opening and the reform of innovation， the 100th anniversary goals， such as the opening of the revolution， all indicate the necessity and urgency of the construction of the free port. We should comprehensively comb the status of Hainan， scientifically determine the overall requirements， and introduce specific supporting measures， especially to speed up the introduction of “the opinion of the Central Committee of the Communist Party of China on supporting Hainan to speed up the establishment of a free port with Chinese characteristics” and the establishment of a province. County level two system of new industrial functional areas， improve the governments supporting services capabilities and supporting production capacity of enterprises， and so on， to promote the scientific development of free port.

中國(guó)特色新時(shí)代伊始，海南迎來(lái)了建省30周年。2018年4月13日，在慶祝海南建省辦經(jīng)濟(jì)特區(qū)30周年大會(huì)上的講話中，習(xí)近平宣布支持海南全島建設(shè)自由貿(mào)易試驗(yàn)區(qū)，支持海南逐步探索、穩(wěn)步推進(jìn)中國(guó)特色自由貿(mào)易港建設(shè)，分步驟、分階段建立自由貿(mào)易港政策和制度體系。第二天，中共中央國(guó)務(wù)院立即發(fā)布《關(guān)于支持海南全面深化改革開(kāi)放的指導(dǎo)意見(jiàn)》，提出兩步走構(gòu)建海南全面開(kāi)放新格局，第一步，在海南全境建設(shè)自由貿(mào)易試驗(yàn)區(qū)，賦予其現(xiàn)行自由貿(mào)易試驗(yàn)區(qū)試點(diǎn)政策；第二步，探索實(shí)行符合海南發(fā)展定位的自由貿(mào)易港政策?！?br>
