企業檔案外包風險問題研究

[摘要]企業檔案不僅是企業生存與發展的重要參考憑證，更是企業未來發展所依據的重要文獻資源。目前，為降低成本，將自身有限資源投入到核心生產環節之中，大部分企業選擇將本企業檔案業務進行外包，論文結合當前我國企業所面臨的管理背景，對企業檔案管理外包存在的風險進行了分析，并注重闡釋規避風險的措施，以更好地促進企業檔案外包業務實踐活動的開展。

Study on the Risk of Enterprises Archive Outsourcing

Abstract： Enterprise archives is important reference for the development of enterprises. At present， most enterprises choose to outsource their archival business in order to reduce the cost and put its limited resources into the core production links. This paper analyzes the risks of the outsourcing of enterprise archives management， and pays attention to explain the measures to avoid the risks to promote the practice of the outsourcing business of the enterprise archives better.

檔案外包作為一種具有優勢的新型檔案管理方法，在各企業間被廣泛采用。該方式不僅解決了企業檔案管理標準性較差的問題，更在專業化管理的同時，節約企業成本。對于企業檔案業務外包的可行性與必要性研究，學界已然成果豐碩。但對于企業檔案外包的風險預測及規避風險的具體措施研究，學界尚未涉及。筆者認為，在企業檔案業務外包盛行的今天，研究其存在的風險并提出規避風險的措施是必要且有益的。

1企業檔案業務外包風險分析

1.1選擇外包機構服務質量低下的風險

（1）外包中介機構數量龐大，質量良莠不齊。

自從1992年第一家檔案中介機構出現以來，檔案外包機構便持續穩固發展。在這過程中，也出現大量具有代表性的檔案中介機構，如檔案寄存中心、檔案事務所、檔案服務中心等類型的中介機構。除檔案行政管理部門出資設立的檔案中介機構，另一種完全意義上的企業性質的商業化檔案機構，往往會出于企業性質考慮，以盈利為最大目的。……
