科研檔案先進收集方法及其應用研究

[摘要]論文以科研檔案收集為研究對象，介紹了檔案管理的新要求、新趨勢，通過調研軍工科研單位科研檔案收集現狀，總結了國內科研檔案收集工作的普遍做法，分析了現行的科研檔案收集方法中存在的一些影響科研檔案館藏價值提升或制約科研檔案利用服務效果等方面的不足之處。論文根據分級管理的原則，提出了采取分級收集方法的新觀點，分析了分級管理的優勢，研究了分級收集的方法，論述了分級收集的實踐情況和應用效果，并提出分級收集的應用涉及檔案管理的制度性要求。研究與實踐證明，分級收集是先進、有效、科學的收集方法。

Research on the Advanced Collection Method and Application of Research Archives

Abstract： In this paper， the collection of scientific research archives as the research object， introduces the new requirements and new trends of archives management. Through the investigation of the status quo of the collection of scientific research archives of military scientific research units， the common practice of the collection of scientific research archives in China is summarized. Some deficiencies in the current collection methods of scientific research archives， affecting the enhancement of the value of scientific research archives collection and restricting the effect of the utilization of scientific research archives， were pointed out.Based on the principle of grading management， this paper puts forward a new viewpoint of grading collection method， analyzes the advantages of grading management， studies the methods of grading collection， and discusses the practice and application effect of grading collection，the institutional requirements in archives work for the application of the grading collection were proposed. Through research and practice， it is proved that grading collection is an advanced and effective scientific collection method.

1引言

科研檔案是科學技術研究的直接記錄，記載和反映了科技研究活動的全部過程和具體成果[1]，是反映科研特色、傳承科研文化的歷史記錄，收集工作是檔案業務基礎工作中的基礎[2]，科研檔案收集做到位、歸檔材料質量高，有利于總結科研工作先進經驗、發現科研管理存在的疏漏、及時改進工作不足，能夠優質地為科研成果存憑立證，為科研工作保障助力，為文化傳承提供素材。因此，加強科研檔案收集工作、提高歸檔材料收集質量，對發揮科研檔案作用、增強服務利用效果和推動科研工作、提升科研管理水平等，起到有力的引導作用和重要的支撐作用。
