日本檔案職業資格認證研究

[摘要]為了促進日本檔案事業發展和檔案人才隊伍建設，日本檔案學會于2012年出臺了《日本檔案學會注冊檔案員規程》來開展檔案員資格認證工作。論文通過對《日本檔案學會注冊檔案員規程》的產生背景、過程、內容等方面探究，指出其為日本檔案人才評價工作提供了一套較為科學、客觀、完整的框架體系，以期能對我國檔案人才隊伍的建設工作帶來些許啟示。

——A Brief Analysis of The Regulations on Registered Archivist of the Japan Society for Archival Science

Abstract： In order to promote the development of archives undertaking in Japan and the construction of archives talent team， the Japan Society for Archival Science introduced“The Regulations on Registered Archivist of the Japan Society for Archival Science”in 2012 ，which aims to carry out the certification of archivists.The paper explores the background， process and content“The Regulations on Registered Archivist of the Japan Society for Archival Science”and provides a scientific， objective and rounded framework for the evaluation of archives talent in Japan， in order to bring some enlightenment and reference to the construction of archives talent team in China.

隨著日本社會的不斷發展，檔案事業也對高專業素養檔案員的需求在日益增加。為了緩解檔案員緊缺的問題，2012年日本檔案學會制訂了《日本檔案學會注冊檔案員規程》，以期促進日本檔案員人才隊伍的不斷發展壯大。

1《日本檔案學會注冊檔案員規程》的產生背景

1.1日本《檔案館法》的頒布

日本于1987年（昭和62年）12月15日出臺了《檔案館法》。在此之前，由于日本戰后混亂，日本大量歷史資料遺失的情況嚴重。因此，為了加緊保護這些歷史資料，相關學會開展了一系列積極的行動：“日本學術會議于昭和34年11月28日向內閣總理大臣遞交了《防止檔案遺失》的提議書，又于昭和44年11月1日提交了《關于制定歷史資料保護法》的建言書，再于昭和52年11月21日提出了《保護行政機關文書資料》的期請，還在昭和55年5月12日上交了《關于制定檔案館法》的建議書。經過了這一系列努力，《檔案館法》于昭和62年12月10日在第111次臨時國會上獲得通過，并于該月15日正式頒布。……
