我所見證的中澳人才交流史

我出生在上海，在我剛?cè)艽笾畷r，便被侵華日軍關(guān)押到集中營內(nèi)。但所幸的是，在父母的不懈努力下，我最終幸免于難。我的父親同宋氏姐妹、其兄長宋子文先生以及孫中山先生相交甚好。同時，他還認識蔣介石先生和毛澤東先生身邊的一些重要人士，并與雙方人士都保持著不錯的關(guān)系。1948年，我們舉家從上海遷至澳大利亞。在初到澳大利亞的歲月里，我還是個孩子，但對中國特別感興趣，并希望了解中國是如何從一個西方的伙伴國轉(zhuǎn)變?yōu)閭涫芪鞣劫|(zhì)疑的國家的。此外，我同樣不能理解的是：日本是如何從西方國家的敵人轉(zhuǎn)變?yōu)槠涿擞训摹＿@一切對于尚處孩提時代的我來說都十分費解。

I was born in Shanghai and at the age of 3 weeks old was confined to concentration camp by the Japanese invaders.I was lucky to survive the ordeal thanks to the diligence of my parents.My father knew the Soong sisters, their brother TV Soong and Sun Zhongshan quite well.He also knew key fi gures in both Jiang Jieshi’s and Mao Zedong’s cabinets and was on reasonable terms with both groups. In 1948, my family left Shanghai and arrived in Australia.

In my early days as a child in Australia, I was avidly interested in China affairs and followed the situation where China went from being an ally of the West to being a power regarded with suspicion.I also could not understand how Japan could turn from being an enemy of the West to being an ally.These things were beyond my childhood comprehensions.

Though I kept an interest in China affairs, and noted there was a straining of relations between Australia and China owing to China’s period as a closed economy aligned with Russia and Australia’s adoption of the ANZUS treaty.My interest in China was awoken by Australian Opposition Leader, Mr.Gough Whitlam’s bold and personally risky visit to China in 1971, clarified by a later discussion I had with Dr.Stephen Fitzgerald about the visit.That visit was, I believe the beginning of Australia’s new re-engagement with China.Whitlam’s meeting with Zhou Enlai set in motion China’s recognition that diplomacy with small Western nations had more impact on the world than trying to negotiate directly with the large Western powers such as the US and Japan.Both Whitlam and Zhou were alike and had acute political minds.They were globally aware of the importance of global talent exchanges even then.

盡管我一直對中國事務(wù)頗感興趣，同時也感受到當時緊張的中澳關(guān)系。彼時的中國在經(jīng)濟上與蘇聯(lián)合作密切；而澳大利亞已經(jīng)通過了《澳美新安全條約》。直到1971年，膽識過人的澳大利亞反對黨領(lǐng)袖愛德華·高夫·惠特拉姆以私人身份冒險造訪中國，從那時起，我對中國的興趣被再次激發(fā)。后來同斯蒂芬·菲茨杰拉德教授就此次來訪進行討論，我們都認為這次訪問開啟了中澳關(guān)系的新紀元。惠特拉姆和周恩來的會晤促使中方認識到，相比直接和美國、日本等這樣的大國談判，同西方小國建立關(guān)系更有影響力。惠特拉姆先生與周恩來總理兩位領(lǐng)導(dǎo)人非常相像，都有著敏銳的政治頭腦，并且在那時就都認識到國際人才交流的重要意義。

1997年，作為新南威爾士大學亞太金融研究中心的主任，我代表八國集團國家的大學，加入了高虎城博士的中國電子教學遠程教育網(wǎng)絡(luò)，當時他正在擔任中國對外貿(mào)易經(jīng)濟合作部（前身是中國對外貿(mào)易部）部長助理。那時，這個項目連接了六大企業(yè)城市（即中國企業(yè)聯(lián)盟網(wǎng)絡(luò)的一部分），涉及近6000家中國企業(yè)。

As the Director of the Asia Pacific Financial Research Centre at UNSW in 1997, I was able to engage with Dr.Gao Hucheng, the then Assistant Minister of MOFTEC(and now the immediate past Chinese Minister for Foreign Trade) to establish an e-Teaching distance education network in China on behalf of the G8 universities.The plan was to connect six large Enterprise Cities (part of China’s Enterprise Union Network) involving some 6,000 Chinese enterprises.

在接下來的幾年中，中國國際人才交流協(xié)會逐步發(fā)展壯大，為中澳人才交流架起橋梁，提供便利，這都是非常值得稱贊的。從我的角度來說，我的精力主要放在澳亞高管中心，這是一個旨在推動中澳人才進一步交流的創(chuàng)新中心。在相關(guān)大學和相關(guān)行業(yè)同事的幫助下，我推動在中國實行信用評級制度，這個制度是和世界三大評級機構(gòu)信用評級制度相匹配的。這個項目可以直接推動中國“一帶一路”倡議和“創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略”，也將進一步推進澳大利亞“國家創(chuàng)新和科學計劃”。2017年10月召開的中國共產(chǎn)黨第十九次全國代表大會將會引領(lǐng)中澳人才交流進入新時代，其中中國國際人才交流協(xié)會起到了主導(dǎo)作用。澳亞高管中心和我個人都希望中國國際人才交流協(xié)會可以在未來繼續(xù)發(fā)展并促進人才的交流。同時，我還想將一份材料捐贈予中國國際人才交流協(xié)會，這便是高虎城博士曾在2001年11月于新南威爾士大學的演講稿，題目為《中國電子商務(wù)的發(fā)展》。他預(yù)示了過去15年里中國技術(shù)的發(fā)展，其內(nèi)容不僅具有歷史意義，更具有前瞻性。（本文為作者在中國國際人才交流大會駐澳大利亞辦事機構(gòu)成立30周年座談會上的講話，標題為編者所加）

Over subsequent years it has been extremely rewarding to see the growth and development of CAIEP and its facilitation of the talent exchanges between Australia and China.For my own part, I have now put my energies behind the Australia Asia Executive Center (AAEC), an innovation hub that promotes the furthering of talent exchanges both in China and in Australia.My own project involves the implementation of a credit rating system in China to match those of “The Big Three” global ratings agencies with the assistance of university and industry colleagues.Such projects would directly facilitate China’s “The Belt and Road” initiatives and “Innovation-Driven Development Strategy” while also furthering Australia’s “National Innovation and Science Agenda”.The recently concluded 19th National Congress of the Communist Party of China does usher in a new era of China-Australia talent exchanges with CAIEP playing a central role.It is AAEC’s and my wish that CAIEP will continue to grow and shape China-Australia talent exchanges for many years to come.I would also like to donate to CAIEP, a copy of the Address given by Dr.Gao Hucheng on “The Development of E-Commerce in China” at the University of New South Wales in November 2001 as it is both an insightful and historical document foreboding the great technology transfers made in China over the last 15 years.（The article is from Vic Edwards’ remarks at the symposium marking the 30th anniversary of the establishment of the representative office of the China Association for International Exchange of Personnel in Australia.The title is added by the editor.
