關于成都市無人機產業發展路線的思考

摘要：近年來，成都市無人機行業蓬勃發展，成為全國首批26個通用航空產業綜合示范區之一。成都擁有國家民用航空高技術產業基地，航空產業配套完善，區位經濟發達，技術實力雄厚，監管適航技術發展迅速。為了促進成都無人機產業迅速發展，擴大市場規模，增強無人機產業集群性，提高成都市在無人機領域的綜合影響力，在對成都市無人機產業發展路線進行思考的基礎上，提出建議。

Abstract： In recent years，unmanned aerial vehicle （UAV） industry of Chengdu is booming，and Chengdu has become one of the first 26 integrated demonstration area of general aviation industry in China. Chengdu has a national civil aviation high-tech industrial base，andthe aviation industry is well-equipped， the location economy is developed， the technical strength is strong， and the airworthiness regulation technology is developing rapidly. In order to promote the rapid development of the Chengdu UAV industry，expand the market scale，enhance the industrial cluster of UAV industry and enhance the comprehensive influence of Chengdu in the field of UVA， the development route of Chengdu UVA industry was analyzed and corresponding suggestions was put forward in this paper.

隨著科技發展，智能硬件也越來越成熟，無人機作為“空中機器人”更多出現在人們視野。如何更好促進無人機行業的發展，是目前亟待解決的問題。通過對成都市無人機產業現狀和產業定位的研究分析[1]，我們認為應堅持發展“成都制造”無人機的獨特優勢：在產業基礎方面，成都市有較為完善的航空航天產業鏈，擁有眾多科研院校和企業單位；在發展目標方面，將成都市打造成無人機高端消費中心、軍民融合創新中心、無人機雙創中心以及無人機核心技術研發中心；在產業布局上，下游企業多，中上游企業較少；在產業應用領域方面，擴大無人機在各行各業的應用。但成都市無人機產業也存在許多弱勢：關鍵技術未突破、企業自主創新能力較弱、相關生產標準和市場準入標準未制定、低空領域監管缺乏、相應法律法規不健全、產業基礎設施不完善、產業應用領域未完全開發、高精尖技術人才缺乏。……
