貴州省畢水興資源富集區(qū)農(nóng)業(yè)非均衡增長研究

摘要根據(jù)貴州省、畢節(jié)市、六盤水市、黔西南州面板數(shù)據(jù)，分析了貴州省畢水興資源富集區(qū)總體情況和農(nóng)業(yè)發(fā)展基本情況；運(yùn)用經(jīng)濟(jì)非均衡增長理論，從第一產(chǎn)業(yè)人均增加值、人均農(nóng)產(chǎn)品產(chǎn)量、人均可支配收入3個(gè)方面研究了該區(qū)域存在的非均衡增長現(xiàn)象。基于經(jīng)濟(jì)、產(chǎn)業(yè)、改革、條件等基礎(chǔ)層面分析了非均衡增長現(xiàn)象的成因，有針對(duì)性地提出了強(qiáng)化區(qū)域性農(nóng)業(yè)產(chǎn)業(yè)分工與協(xié)同、強(qiáng)化區(qū)域性農(nóng)村改革新模式的系統(tǒng)研究、強(qiáng)化區(qū)域性農(nóng)業(yè)產(chǎn)業(yè)轉(zhuǎn)型與創(chuàng)新發(fā)展等對(duì)策建議。

AbstractBased on the panel data of Guizhou， Bijie， Liupanshui and Qianxinan，the overall situation and the basic situation of agricultural development in BijieLiupanshuiXingyi resourcerich area of Guizhou Province were analyzed；using the theory of economic disequilibrium growth，the disequilibrium growth phenomenon in this region was studied from three aspects： the per capita added value of the primary industry， the per capita agricultural output and the per capita disposable income. Based on the economic， industrial， reform， conditions and other basic aspects， the causes of nonequilibrium growth were analyzed. The paper put forward some suggestions on how to strengthen the division and coordination of regional agricultural industry， strengthen the new model of regional rural reform， and strengthen the transformation and innovation of regional agricultural industry in the light of the research findings.

年國務(wù)院下發(fā)《關(guān)于進(jìn)一步促進(jìn)貴州經(jīng)濟(jì)社會(huì)又好又快發(fā)展的若干意見》，明確提出“積極推動(dòng)畢水興（畢節(jié)、六盤水、興義）能源資源富集區(qū)可持續(xù)發(fā)展”， 正式從國家層面提出畢水興資源富集區(qū)的概念并納入國家發(fā)展戰(zhàn)略。不僅一個(gè)國家要注意區(qū)域之間的協(xié)調(diào)發(fā)展問題，在一個(gè)省區(qū)范圍內(nèi)也要注意區(qū)域內(nèi)部協(xié)調(diào)發(fā)展問題[1-2]。就畢水興資源富集區(qū)的發(fā)展來看，改革開放以后，該區(qū)域的農(nóng)業(yè)經(jīng)濟(jì)增長呈現(xiàn)出較為明顯的非均衡增長態(tài)勢，區(qū)域農(nóng)業(yè)經(jīng)濟(jì)非均衡性增長需要從農(nóng)村改革、農(nóng)業(yè)經(jīng)濟(jì)和農(nóng)業(yè)政策等多個(gè)角度給予該區(qū)域更多的關(guān)注。
