民辦本科教育中外合作辦學的反思與探索

摘 要：采用教育部中外合作辦學監管工作信息平臺發布的“教育部審批和復核的機構及項目名單（2016年12月更新）”監測數據，對全國民辦本科教育中外合作辦學發展狀況、特點及存在的主要問題進行了系統分析和實證研究。通過縱向和橫向兩個維度的比較分析，針對民辦本科教育中外合作辦學發展給出對策建議：做好民辦本科高校轉型創新，找準人才培養的科學定位；抓住教育對外開放的戰略機遇期，“引進來”與“走出去”協同發展；注重校企合作模式，對接國家“一帶一路”戰略；注重境外差異化優質教育資源的引進，打造自身核心競爭力。

Abstract： Using the monitoring data of "related information of the Sino-Foreign Cooperative Education Institution or Project （updated to December， 2016）" issued by the Ministry of Education， this paper conducts a systematic analysis and empirical study of the condition， characteristics， major problems of the Sino-Foreign Cooperative private undergraduate education in China. Through a comparative analysis by vertical and horizontal dimensions， it provides countermeasures and suggestions as to privately-run education： To innovate the transformation of private undergraduate colleges， find the scientific orientation of talent cultivation， grasp the strategic opportunity of education opening to the outside world， coordinate the "drawing in" with "going global"， stress the implementation of the university-enterprise cooperation model so as to agree with the "Belt and Road" Initiative， and introduce the high-quality educational resources into China to enhance the core competitiveness.

當前，作為我國高等教育體系重要組成部分的民辦本科教育正處于發展的轉型期和關鍵期。尤其近年來，隨著我國高等教育深入發展和普及率的不斷提高，以及國家“雙一流”建設的提出及深入實施，民辦本科院校發展壓力持續增大。然而，梳理民辦本科教育的發展變革史，我們發現，正是借助和順應高等教育國際化潮流，通過中外合作辦學的戰略途徑，十多年來，一些民辦本科高校在發展實踐中取得了一些寶貴的重要經驗和成果積累，一批發展模式成熟、辦學特色鮮明、成效顯著的中外合作辦學機構和項目為民辦本科高校的成功轉型和戰略升級奠定了重要基礎。但是，不可否認，總體而言，民辦本科教育中外合作辦學的發展現狀和形勢都不容太樂觀，一些現象及問題應引起我們的足夠重視和關注。……
