舊城改造利益模型研究

摘 要：隨著經(jīng)濟(jì)的高速發(fā)展，日照做為一新崛起的海濱城市，自2007年以來(lái)，經(jīng)過(guò)幾年來(lái)的對(duì)七十多個(gè)舊城區(qū)改造，已完成改造片區(qū)的群眾親身感受到了舊城改造所帶來(lái)的變化，享受到了舊城改造所帶來(lái)的益處。但是舊城改造是一項(xiàng)涉及面極廣的社會(huì)工程，我國(guó)目前大都是以開(kāi)發(fā)商為主導(dǎo)，政府參與的模式。因此，處理好各方的長(zhǎng)短期利益及公眾影響是舊城改造模型研究的基礎(chǔ)。

Abstract：With the high speed development of economy， rizhao as a new rising seashore city， Since 2007， after several years of more than seventy of the old city reconstruction， has completed the transformation of the area to urban renewal experience brought about by the change， enjoyed the benefits of old city reconstruction. But the urban renewal is a very wide range of social engineering， Our country at present is most developers for the leading，the government involves in the model. Therefore， deal with the interests of all parties and the public is short and long influence reconstruction model the basis of study.

舊城改造是通過(guò)利益主體博弈模型滿足各方長(zhǎng)短期利益的，目前我國(guó)大都是以開(kāi)發(fā)商為主導(dǎo)，政府參與的模式。但在利益分配關(guān)系中，滿足村民/村集體、開(kāi)發(fā)商及政府三方的長(zhǎng)期利益是舊城改造項(xiàng)目開(kāi)發(fā)的約束性目標(biāo)。

從長(zhǎng)短期利益來(lái)看，村民/村集體、開(kāi)發(fā)商及政府三方的利益可以分析如下：（見(jiàn)42頁(yè)分析關(guān)系圖）

1. 村民/村集體：

1.1對(duì)政府及開(kāi)發(fā)商的關(guān)系：

①村民/村集體→政府：配合舊城改造工作的進(jìn)行，實(shí)行統(tǒng)一的城市規(guī)劃，防止及停止非法搶建。

②村民/村集體→開(kāi)發(fā)商：建設(shè)符合可持續(xù)發(fā)展理念的優(yōu)質(zhì)社區(qū)，使舊城改造工程順利進(jìn)行實(shí)施，并有效地促進(jìn)城市未來(lái)的發(fā)展。另外可以由開(kāi)發(fā)商提供充足的啟動(dòng)和建設(shè)資金。

1.2 對(duì)村民/村集體短長(zhǎng)期利益：

①短期利益：獲得合理的補(bǔ)償及財(cái)產(chǎn)升值，

②長(zhǎng)期利益：獲得合理長(zhǎng)期收益保障、就業(yè)機(jī)會(huì)；融入城市獲得市民身份以及相應(yīng)的社會(huì)保障、居住環(huán)境改善。
