做好“邊”的文章，助推北部灣經濟區發展

翻開《廣西北部灣經濟區發展規劃》，防城港的東興市與崇左的憑祥市憑借其邊境口岸城市的綜合優勢，成為北部灣經濟區的五大功能組團之一。在中國沿邊開發開放不斷深化，“一帶一路”建設有序推進的大背景下，邊境口岸城市迎來了新一陣發展春風。

東興（憑祥）組團搶抓機遇，做好“邊”的文章，也有利于促進北部灣經濟區發展規劃整體目標的實現，使北部灣經濟區服務中國西南、華南、中南，面向東盟的定位更加明確。

在2015年12月舉辦的第九屆中國邊境口岸城市市長論壇上，廣西北部灣經濟區和東盟開放合作辦公室常務副主任李延強表示，希望憑祥等沿邊口岸城市搶抓“一帶一路”發展機遇，促進口岸互聯互通，發展特色產業，打造跨境經貿合作平臺，實現與沿邊東盟國家的開放合作、互利共贏。

“鯤鵬展翅凌萬里，策馬揚鞭自奮蹄”，機遇之下，憑祥與東興已積極前行。

多措并舉，升級口岸聯通水平

憑祥市與越南山水相連，作為面向越南，對接東盟的邊境口岸城市，在中國—東盟自貿區框架下，邊貿互市繁榮，口岸通關量大。據廣西憑祥市市長孫睿君介紹，近年來，憑祥多措并舉，不斷強化口岸互聯互通的建設。

在通關便利化方面。憑祥正積極爭取與越南實現“兩國一檢”。而憑祥友誼關口岸是廣西第一個率先實現電子化通關的口岸，已被列入廣西關檢“三個一”試點，成功實施“一次申報、一次查驗、一次放行”通關模式，通關手續進一步簡化，通關效率進一步提高，通關速度廣西第一。除了簡化通關手續，自2015年7月1日起，中越友誼關—友誼口岸人員及貨物通關時間正式延長，為游客及貨運進出口岸提供更多便利。

在口岸基礎設施建設方面。投資8.6億元人民幣的憑祥邊境貿易貨物物流中心即將投入使用。作為中越跨境經濟合作區的關鍵基礎工程，該項目已被納入聯合國亞太社會（ESCAP）的“具有國際重要性的陸港”名錄；中國—東盟憑祥水果輻照檢疫處理中心將成為中國第一個在口岸實現電子輻照檢疫、高科技保鮮的檢疫處理中心，甚至可以代表北部灣經濟區內口岸較高的檢疫水平；2015年11月中國國家主席習近平訪問越南期間，廣西與越南諒山政府簽訂了中越友誼關—友誼、浦寨—新清兩條跨境貨物專用通道協議。待兩條專用通道建成開通，憑祥對外貿易，特別是對越貿易的主要通道友誼關、浦寨將實現“人貨分流”，為區域貿易暢通再添利好。

此外，憑祥（鐵路）口岸正進一步優化升級，“東盟水果進北京”專列籌備工作已全面啟動；平而河大橋及其南端引道竣工通車，以憑祥為節點的中越口岸互聯互通水平將得到新的提升。

“互聯網+”開啟產業興邊“E”時代

產業是地區社會經濟發展的重要支撐。經過多年發展，憑祥已形成了外貿、紅木、旅游三大傳統特色產業。

外貿方面，憑祥近年來一直保持高速增長態勢，已形成了輻射中國國內和越南、柬埔寨、泰國等東盟國家的紅木家具、農副產品（水果）、紡織服裝、五金機電為主的四大貿易集散中心；紅木文化產業不斷發展壯大，憑祥紅木文博城2014年獲評為國家4A級旅游景區；文化旅游產業蓬勃發展，尤其是東盟跨境游，包括越南、柬埔寨、泰國、老撾、緬甸5國在內的自駕線路備受游客青睞。除了這三大傳統產業外，憑祥還著力培育進出口加工、專業市場、現代物流三大新興產業，加快通道經濟向口岸經濟轉型。

據孫睿君市長介紹，為了順應“互聯網+”產業發展的新趨勢，借助與東盟國家農產品進出口貿易和國際物流基礎，憑祥大力發展電商產業，一大批電商在憑祥的沃土上，如雨后春筍般迅速成長。

互聯網的融入也為憑祥新老產業的發展插上了起飛的翅膀。在紅木產業方面，中國憑祥紅木交易網已成為中國紅木行業極具影響力的行業網站；紅木文博城電子商務交易平臺正式上線運營。目前，由中國紅木第一城、人人網、美麗灣聯合打造的中國東盟（憑祥）電子商務信息港正在穩步建設。

在水果電商方面，憑祥充分發揮中國—東盟水果進出口最大口岸的優勢，積極推進以生鮮水果為主的農產品電商產業的發展。2015年9月掛牌成立的中國—東盟（憑祥）電商產業園將成為新興電商成長的搖籃。

在跨境電商方面，憑祥擁有憑祥綜合保稅區的保稅優勢，依托跨境電商產業園、跨境電商倉庫兩大項目，將借助中國郵政等大型國有企業資金、網絡，開展跨境電商業務。

“政府搭好臺，企業唱好戲”，產業的發展既離不開政府在政策、公共服務方面的支持，也更需要企業，特別是中小企業的積極參與，才能讓互聯網發揮其作用，為產業興邊注入新活力。

沿邊金改，促“資金融通”

“資金融通”是“一帶一路”建設的題中之義，廣西北部灣經濟區作為中國對接海絲沿線東盟國家的重要前沿，理應肩負起促進中國—東盟區域“五通”的使命。而在“資金融通”方面，經濟區內的東興市積極先行先試，推動了北部灣經濟沿邊金融改革跨越式的發展。

據廣西東興市市長陳建林介紹，東興市積極探索沿邊金改工作，并取得了積極成效。

一是深化擴大個人跨境貿易人民幣結算試點。截止2015年12月，東興市跨境貿易人民幣結算已達554.83億元，其中個人跨境貿易人民幣結算322.89億元。

二是搭建了中國（廣西東興試驗區）東盟貨幣服務平臺。2014 年4月起，東興試驗區各會員銀行依托平臺統一了對客戶越南盾買賣價及對越南銀行人民幣購售美元價，擺脫了“地攤銀行”長期主導人民幣對越南盾匯率的被動局面。

三是建立中國東盟貨幣業務中心。作為中國農業銀行在邊境一線建立的第一家東盟貨幣業務中心，該中心掛牌的中國—東盟貨幣價格將作為其總行制定相關價格的重要參考，是推動中國與越南等東盟國家開展金融邊貿合作、樹立人民幣結算品牌的積極舉措。

此外，東興市還爭取到個人本外幣特許兌換業務試點新政策，率先建立跨境反假幣合作機制、打造金融支持沿邊經濟發展示范區，為人民幣通過東盟走向世界，促進中國—東盟區域的“資金融通”提供了動力。

沿邊的開發開放與廣西北部灣經濟區的建設是一個有機整體。東興（憑祥）作為北部灣經濟區的重要組團肩負著“發揮通向東盟陸海大通道的門戶作用，發展邊境出口加工、商貿物流和邊境旅游”等使命。邊境口岸城市搶抓時代機遇，做好“邊”的文章，對于廣西北部灣經濟區沿邊、陸路發展具有十分積極的意義。

Border Prosperity to Promote BGEZ Development

When delving into the Development Plan on Guangxi Beibu Gulf Economic Zone,we find that supportive factors such as neighbors of Vietnam and land ports access to ASEAN countries help Dongxing (Chongzuo City) and Pingxiang (Fangchenggang City) become functional groups in Guangxi Beibu Economic Zone (BGEZ).The deepening border opening-up and development as well as the building of the Belt and Road bring the above-mentioned port cities with a new round of development.

By grasping opportunities and utilizing its unique location,Dongxing has facilitated the implementation of the Development Plan on BGEZ and better clarifi ed BGEZ’s position targeted at China’s southwest,south,central south and ASEAN.

Li Yanqiang,Executive Deputy Director of Beibu Gulf Economic Zone & Cooperation with ASEAN Office of Guangxi Zhuang Autonomous Region,pointed out at the 9th Border Port City Mayor Forum of China held in December 2015 that port cities like Pingxiang should grasp opportunities brought by the Belt and Road Initiative,accelerate the construction of port connectivity,engage in featured industries,establish cross-border trade and economic platform for cooperation so as to achieve the win-win results with other port cities of ASEAN countries.On such an occasion,Dongxing and Pingxiang have started to take their steps forward.

Taking Measures to Upgrade Port Connectivity Linked by mountains and rivers,Pingxiang and Vietnam are neighbors and share prosperity in border trade.Sun Ruijun,Vice-secretary of Pingxiang Party Committee and Mayor of Pingxiang briefed in the Forum that Pingxiang has strived to strengthen the construction of port connectivity by adopting different measures.

With regard to customs clearance facilitation,Pingxiang,together with Vietnam,has planned to implement the policies of “Two Countries,One Inspection”.“Three One-time” (namely,“one-time declaration,one-time check and one-time release”) in customs declaration and inspection has been conducted to raise customs clearance effi ciency in Pingxiang,thus making itself No.1 in Guangxi for the speed of customs declaration.To make clearance time more feasible and abundant,China and Vietnam also extended extra time for passengers and cargoes customs clearance since July 1,2015.

In terms of port infrastructure construction,with an investment of 860 million yuan,Pingxiang Border Trade Logistics Center,which is added to the annex of “Dry Ports of International” identifi ed by Intergovernmental Agreement on Dry Ports of the United Nations Economic and Social Commission for Asia and the Pacifi c (ESCAP),will be put into use.Also,Pingxiang Fruit Irradiation Quarantine Processing Center will become a demonstration project in China to conduct the electronic irradiation and quarantine as well as high-tech fruit preservation.During Chinese President Xi Jinping’s visit to Vietnam in November 2015,Guangxi (China) and Lang Son (Vietnam) inked an agreement to establish exclusive cargoes channels between Friendship Pass (China) and International Friendship Border Gate (Vietnam) as well asbetween Puzhai (China) and Tan Thanh (Vietnam),realizing the separation between passengers and goods.In addition,Pingxiang is striving to optimize its port infrastructure and prepare for the train commissioning of “bringing ASEAN fruits to Beijing”.Meanwhile,Ping’er Bridge has been completed and put into operation,lifting Pingxiang’s infrastructure to a new level.

“Internet Plus” Opens an E-era in Borderland

Foreign trade,red wood and tourism are three mainstays in Pingxiang.The city has maintained rapid growth in foreign trade.Specializing in redwood furniture,farm and sideline products,textile and clothing as well as hardware mechanical and electrical products,a distribution center extending to China’s domestic market and ASEAN countries like Vietnam,Cambodia and Thailand has taken shape.Meanwhile,Pingxiang Redwood Relics and Museology City was listed as the national AAAA grade scenic spot in 2014.Its ASEAN cross-border tour with routes connecting Vietnam,Cambodia,Thailand,Laos and Myanmar is welcomed by tourists.The emerging industries including import and export processing,professional markets and modern logistics prosper in Pingxiang and have accelerated its economy to be port-oriented.

According to Sui Ruijun,by conforming to the trend of “Internet Plus” and relying on import & export trade as well as the modern logistics,Pingxiang has made efforts to foster Internet-based industries and cultivate a raft of E-commerce enterprises.

The Internet has given wings to Pingxiang,which can be seen from Pingxiang’s increasingly influential redwood trade website,the launch of E-commerce trading platform for Pingxiang Redwood Relics and Museology City as well as the building of China-ASEAN (Pingxiang) E-commerce Information Harbor.As China’s largest imported base for ASEAN fruits,the city has also fully utilized its advantages to develop fruit-oriented E-commerce industry.In September 2015,China-ASEAN E-commerce Industrial Park was offi cially unveiled with the aim of establishing a cradle for emerging E-commerce industry.

Pingxiang Integrated Free Trade Zone,cross-border industrial park as well as the cross-border E-commerce warehouse will better promote the development of cross-border E-commerce business.At the same time,the support and involvement from government and SMEs enterprises also add new vigor to Internet-based industry.

Reforms to Promote Borderland Financial Integration

The BGEZ,as the frontier linking ASEAN countries along the Maritime Silk Road,needs to undertake the mission of promoting the “Five Approaches”(namely,“Policy Coordination,Facilities Connectivity,Unimpeded Trade,Financial Integration and Peopleto-people Bond”).Pingxiang has taken a leading and exploratory role in facilitating the leap-forward development of border fi nancial reform.

Chen Jianlin,Mayor of Dongxing City (Guangxi,China) briefed in the Forum that positive results have been achieved by focusing on six respects.Firstly,it expanded the service of cross-border RMB settlement for individual.As of December 2015,the volume of crossborder has amounted to 55.483 billion yuan,among which individual settlement occupied 32.289 billion yuan.Secondly,it set up a service platform for ASEAN currencies in Pingxiang,creating the fi rst pilot area with exchange concession for RMB and VND exchange.Thirdly,the China (Dongxing Experimental Zone)-ASEAN Currency Business Center was established to be an important reference as well as a positive initiative for fi nancial cooperation between China and ASEAN.

Besides,Pingxiang was permitted to offer individual local-foreign currency exchange franchise business.With a view to adding momentum to fulfill “Financial Integration” and realize RMB internationalization,Pingxiang also took a lead in establishing cooperative mechanisms of cross-border anti-counterfeit currency and setting up economic demonstration zones in border area.

The border opening-up and development as well as the building of the BGEZ constitute an organic whole.Being a component of the BGEZ,Dongxing and Pingxiang need to take responsibility in exerting their portal influences and promoting border export processing,trade logistics and border tourism,etc.In a word,to seize opportunities and promote the prosperity in borderland is of positive signifi cance to the development of the BGEZ both on land and at sea.
