北京工業大學研究生科技基金評估研究

摘 要 結合北京工業大學研究生科技基金的特點，其評估活動開展應堅持定量與定性評價相結合原則、各相關主體共同參與評估原則，與研究生成長規律相結合的原則。宜采用問卷調查法、文獻分析法和德爾菲法等方法，圍繞基金的管理情況、基金運行情況和實施效果情況開展評估活動；明確科技基金評估的前期準備階段、評估實施階段和撰寫提交評估報告階段的相關事項，對保證后續具體評估活動的開展很有必要。

Abstract Combine with the characteristics of graduate students of Beijing University of Technology Fund， the assessment activities should adhere to the principles of quantitative and qualitative evaluation of the combination principle， the relevant body involved in the assessment of common principles， combined with the growth pattern of the graduate. Should adopt the questionnaire， document analysis and Delphi method and other methods， the management of around fund， the operation and effect of the situation assessment activities carried out； clear the preparatory stage technology fund evaluation， the implementation stage and submit an assessment report writing related matters stage， to carry out specific evaluation activities to ensure follow-up is necessary.

0 引言

北京工業大學研究生科技基金（以下簡稱“科技基金”）已實施13年，通過每年征集自主項目和委托項目的方式，在培養研究生創新能力方面取得了一定的成績，提高科技基金的運行效率，發揮科技基金的最大效用，已成為科技基金管理面臨的主要問題之一。科技評估是提高科技基金運行效率的重要手段，運用科技評估理論，在科技基金的評估原則、評估方法、評估程序和評估內容方面開展研究，為后期的評估實踐開展奠定基礎，十分必要。

1 科技基金基本情況

1.1 科技基金管理情況

在研究生科技基金的規章制度方面，北京工業大學分別制定了《北京工業大學研究生科技基金章程》、《北京工業大學研究生科技基金經費管理辦法》，有效保證了研究生科技基金的順利運轉。在研究生科技基金的管理架構上，北京工業大學要采用了院校兩級的管理體系。……
