宜昌市茶葉技術(shù)推廣的主體作用與模式發(fā)展

摘要：分析闡述了宜昌茶葉技術(shù)推廣活動(dòng)中，以政府、科研教育單位、農(nóng)業(yè)技術(shù)推廣服務(wù)中心、茶農(nóng)團(tuán)體、專業(yè)公司和企業(yè)為主體，形成了多元化的茶葉技術(shù)推廣模式，隨著時(shí)代發(fā)展的不斷完善，構(gòu)成了與該地區(qū)茶業(yè)經(jīng)濟(jì)發(fā)展相適應(yīng)的技術(shù)服務(wù)體系。以技術(shù)推廣理論為基礎(chǔ)，分析宜昌市茶葉技術(shù)推廣的主體作用，闡述宜昌市茶葉技術(shù)推廣的模式發(fā)展，旨在為茶葉技術(shù)的推廣提供借鑒。

The Main Role and Development Model of Promoting Tea

Technology in Yichang City

Abstract： During promoting tea technology in Yichang city， the government， scientific and educational units， service center of agricultural technology promotion， tea farmer groups， tea companies or enterprises becomes the main bodies. A kind of diversified mode of promoting tea technology was formed. A technical service system was built with continuous improvements in the economic development of local tea. Based on the theory of technology promotion， the effects of the main bodies in promoting tea technology were studied. It will provide reference for promoting tea technology in Yichang city.

改革開放以來，宜昌市茶產(chǎn)業(yè)獲得突破性發(fā)展。2012年比2000年茶園面積擴(kuò)大了2.5倍，茶葉產(chǎn)量提高了5.6倍，茶葉產(chǎn)值增長了8.4倍。在茶產(chǎn)業(yè)的發(fā)展中，茶葉生產(chǎn)技術(shù)開發(fā)、推廣及應(yīng)用發(fā)揮了重要作用[1]。茶葉技術(shù)推廣主體作用和推廣模式發(fā)生了較大變化，形成了與該地區(qū)茶業(yè)經(jīng)濟(jì)發(fā)展相適應(yīng)的技術(shù)服務(wù)體系，并隨著國家宏觀經(jīng)濟(jì)體制和宜昌市區(qū)域經(jīng)濟(jì)體制的發(fā)展而不斷完善。本研究以技術(shù)推廣理論為基礎(chǔ)，分析宜昌市茶葉技術(shù)推廣的主體作用[2]，闡述宜昌市茶葉技術(shù)推廣的模式發(fā)展，為茶葉技術(shù)的推廣提供借鑒。

1 ?宜昌市茶葉技術(shù)推廣主體及其作用

1.1 ?政府

政府主體在茶產(chǎn)業(yè)中的職責(zé)包括行政調(diào)控主體和專業(yè)指導(dǎo)主體兩個(gè)部分。行政調(diào)控主體分級(jí)設(shè)立，按其行使職權(quán)的范圍大小依次設(shè)有宜昌市級(jí)政府、縣（市）級(jí)政府、鄉(xiāng)（鎮(zhèn)）級(jí)政府、村級(jí)基層組織;具有行政職能的專業(yè)指導(dǎo)主體設(shè)有宜昌市農(nóng)業(yè)（特產(chǎn)）局、縣（市）農(nóng)業(yè)局技術(shù)推廣中心、鄉(xiāng)（鎮(zhèn)）農(nóng)技站?！?br>
