關于基層社區管理的幾點思考

摘 要 隨著我國經濟體制的不斷改革以及城鎮化進程的不斷加速，基層社區在當前創建文明城市、建設社會主義精神文明的過程中發揮著越來越重要的作用。城市社區的地位也是日益重要。基層社區管理逐步發展成為我國社會發展的一個戰略性問題，基層社區管理直接關系到城市社區人們的日常生活的安居樂業，在展現社會和諧穩定方面具有重要的意義。本文通過對我國城市社區管理進行了一定的分析，從而提出了有針對性的對策。

Reflections on the Grass-roots Community Management

Abstract With the ever accelerating the reform of the economic system and the process of urbanization， the grassroots community is playing an increasingly important role in the current civilized city， building a socialist spiritual civilization in the process. Status of urban communities is also increasingly important. Grassroots community management gradually developed into an element of social development， strategic issues， grassroots community management is directly related to the daily life of the people live in urban communities， is of great significance in terms of social harmony and stability to show. This paper based on the analysis of city community management to propose a targeted response.

基層社區管理是我國社會管理體制中一個十分重要的環節，對基層社區進行管理也是我國社會管理在基層管理的實踐。基層社區管理也可以稱之為基層社區行政，主要是指在一定的社區，其內部各種組織在地方政府以及相關職能部門的指導下，動員和依靠社區各方面的力量，以社區規劃和社區發展為目標，以促進社區經濟的協調發展，滿足人們的全面進步為宗旨，對社區內的公共事務進行指揮監督，協調所開展的一系列自我管理或行政管理的活動。可以說，社區是國家宏觀管理與微觀社會基礎的重要結合面。隨著我國社會的不斷發展，經濟體制和社會管理體制的不斷深入改革，居民對社區的需求度和依賴性逐漸增強。舊的社區管理體制已經不能適應當前的情況，現階段，為了建立起充滿活力，人們安居樂業以及持續健康發展的新型社區，必須對基層社區進行全新的管理，變政府全能主義管理為政府主導型管理。……
