高等教育質量觀的新思考

摘 要 我國高等教育經過近十年的發展，規模和數量已經達到一定高度。但是平均質量已經下降，因此對高等教育質量相關問題的研究日顯重要。針對中國目前高等教育大發展過程中產生的質量及質量觀問題進行了探討。對高等教育質量及質量觀變化進行了闡述，得到應建立規模、結構、質量、效益協調發展的高等教育質量觀的結論。

New Concept of Quality of Higher Education

Abstract It is more and more important that the problem about higher education should be investigated while its average quality is decreasing along with the amount and scale developing. In this article， the quality and quality idea problem of higher education during it develops quickly in china is mainly discussed. The opinions about them and their variation are stated， hereafter the conclusion is achieved that the quality idea should be constituted in which scale， structure， quality and benefit should develop harmonically.

0 引言

現在是我國高等教育已經有了很大發展的時期，既有數量的擴大，又有平均質量的下降。關注高等教育的質量已經是迫切需要，更應是普通高等學校改革和發展的主題。提高質量意識，加強素質教育是教育思想觀念改革的中心，質量意識的提升，已經成為高等教育改革的共識。21世紀如何保證我國高等教育質量？必須考慮高等教育質量及質量觀的問題。

1 高等教育質量標準從一元到多元化發展

所謂質量，是對于某一客體是否能夠滿足特定主體需要及其程度所作出的肯定性價值判斷。質量的有無及其高低，取決于客體本身的性狀和特定的主體需要。教育產品有兩個基本含義：一是將教育所提供的服務作為一種產品，主要包括知識本身的加工和傳授活動以及為學生學習提供的其他服務，可稱之為教育服務；二是將學生體力、智力、技能等的增加，即人力資本增加部分看成是學校產品，稱為學生產品。教育服務與學生產品共同構成了教育產品。……
