德國聯邦外語競賽及其多語教育背景

摘 要:德國聯邦外語競賽歷史悠久，規模龐大，政府支持力度大，選手參賽方式獨特而有新意，比賽組織工作科學而系統，在德國學校開展多語教學進程中起到極大的推動作用，對國家提高國民外語水平，促進多民族交流方面功不可沒。德國聯邦外語競賽的開展與成功與整個歐洲的一體化進程及其多語化教育要求密切相關。

Abstract: Bundeswettbewerb Fremdsprachen is a national contest of foreign languages in Germany which is characterized in multilingualism， long history， participation in large scale， gigantic support from the government， creative competing method， and scientific organization; Bundeswettbewerb Fremdsprachen has played a great role in promoting multilingualism at state level in Germany， improving the citizens’ foreign language competence and promoting multinational communication; the popularity and success of this contest is strongly related with the process of unionization of EU and its mutilingual education policies.

1. 引言

在德國，有一項已經連續30年不間斷進行的中學生外語競賽活動，名叫“德國聯邦外語競賽”(Bundeswettbewerb Fremdsprachen)。該項比賽歷史悠久，規模龐大，政府大力支持，比賽組織工作成熟完善，競賽方式獨特。該項比賽的一個重要特征是其多語性，選手可以選取除德語以外的任何一種官方語言或通用語言參加比賽。該比賽的多語性以德國學校的多語教育為基礎，歐洲一體化進程和歐盟組織的全力推動多語化是它的大背景。

2. 比賽的組織概貌

總體來說，聯邦外語競賽是一項行政規格高、跨度大、涵蓋年級多、包容參賽語種多、比賽形式多樣的多年級外語競賽活動。

2.1 行政規格

該項比賽一直是德國聯邦政府及各州政府人才促進計劃的一部分。自1985年以來一直由聯邦德國總統擔任名譽主席，德國聯邦教育研究部和德國科研資助聯盟共同出錢資助(其86%的經費由德國聯邦教育與研究部資助，14%來自德國科學資助者協會)(駐德國使館教育處，2008)，各州教育文化部長大力支持并號召組織學生參與，比賽的具體組織實施由位于波恩的德國教育與人才促進協會(Bildung und Begabung e.V.)承擔。……
