From the chart， we can see clearly that in City A， state-owned houses declined from about 78% in 1991 to 21% in 2001， while private houses rose from about 22% in 1991 to 79% in 2001.

In my opinion， the reasons why the ownership of houses has changed are as follows. On the one hand， people’s income level has gone up and they want to live in larger and more comfortable houses. On the other hand， the old system of house distribution has been replaced by individual purchase.

Such changes have a positive effect on people’s life. For one thing， the national economy is developed. For another， people’s living condition has been greatly changed. In a word， the housing reform is beneficial to both individuals and the whole society.
