Production efficiencyand trade-off/synergyanalysis of the multi-functions of theplanting industry with the targets of“yield,profit,and carbon emission\":a case study of Zhejiang Province

Abstract:Torevealtheproductioncharacteristicsanddynamicsof teplantingindustryinZhejiangProvinceundertheripledndsof \"(higher)Yield,(more)Profit,and(less)Carbonemisson\",thesupereffciencySBMmodelwasusedtoevaluatetheproduction fficienyoftdusyatproviialdountyalesndtraeofalysisothalzatioofteiustr’slile functionswasconductedsubsequentlyfrombothtempralandspatialperspectives.Eficiencyevaluationresultsindicatedthatthe productioneficiencyofteplantingidustryatteprovcialleveldecreasedfroto1,ndenireasdcotiuoslyle endofthestudyperiod(2022).Aboutonethirdofcounties(29)wereeficientintheplantingindustryin2O22whiletheinficient counties were mainlydistributedacrosstheJinqu BasinandtheWenhuang Plain.Thetradeof/synergyanalysisshowedthattemporaly trade-offrelationshipsexistedbetweenthe\"Yield-Profit\"functionsasellasetweethe\"Yield-Carbonemision\"functionsofthe plantingidustrilesergisticlaioshistedetweet\"Profiarboissiofucs.eieldofitdbo emssiofunctionsoftheplantingindustrywereposivelyadspatiallycorrelateduetothestarkdiferencsinariculturalsource endowmentsamongcounties.Countieswithaplantingindustrycharacterizedbyhigheryields,moreprofitandlesscarboneisionswere mainlylocatedinorthenZejangwithrelativelyabundantagriculturalresource,hilecountiswithaplantingindustrycharacterzedby loweryields,lessprofitandorecarbonemissonsrealmostdistributedacrossthemoutainousregionofsouthernZhejiangandthe northeastislandswithporagriculturalresources.Therefore,local governments inZhejiangProvinceshouldlaymoreemphasisonthe developmentofgreenadlowcarbonagriculture,andtostabilizegainproductin,soastofurtrimprovethecomprehensiepuction efficiency of the planting industry.

基于糧食安全的考慮,我國政府農(nóng)業(yè)政策的重要目標(biāo)是“要糧”,政府期望生產(chǎn)者能夠?qū)⒏嗟膬?yōu)質(zhì)資源投入糧食生產(chǎn),從而確保實現(xiàn)“糧食有效供給\"的目標(biāo)。隨著農(nóng)業(yè)市場化改革和農(nóng)產(chǎn)品商品化水平提高,現(xiàn)階段農(nóng)戶從事農(nóng)業(yè)生產(chǎn)的首要目標(biāo)是“要錢\"2,即追求“收入增長”目標(biāo)。我國政府也一向高度重視農(nóng)民增收問題,實現(xiàn)“收人增長”成為農(nóng)戶微觀層面和政府宏觀層面共同追求的農(nóng)業(yè)生產(chǎn)目標(biāo)。與此同時,近年應(yīng)對氣候變化已經(jīng)成為可持續(xù)發(fā)展的內(nèi)在要求,也是負(fù)責(zé)任大國應(yīng)盡的國際義務(wù),為此我國明確提出“二氧化碳排放力爭于2030年前達(dá)到峰值,努力爭取2060年前實現(xiàn)碳中和”。農(nóng)業(yè)是溫室氣體的主要排放源之二[3],IPCC的研究報告指出在全球尺度上農(nóng)業(yè)生產(chǎn)活動的碳排放量約占總排放量的 14%[4] ,我國農(nóng)業(yè)的碳排放占比約達(dá)到 17%[5] ,因此,提高農(nóng)業(yè)碳排放效率、實現(xiàn)農(nóng)業(yè)綠色低碳發(fā)展對我國“雙碳”計劃的實施具有重要意義。在此背景下,我國農(nóng)業(yè)生產(chǎn)系統(tǒng)面臨著“(多)糧、(多)錢、(減)碳\"的三重需求。
鑒于農(nóng)業(yè)生產(chǎn)系統(tǒng)具有“糧、錢、碳”等多重功能,為促進(jìn)資源充分有效利用、加快農(nóng)業(yè)生產(chǎn)方式轉(zhuǎn)型升級、提升農(nóng)業(yè)綜合生產(chǎn)能力,有必要開展基于多重功能目標(biāo)的農(nóng)業(yè)綜合生產(chǎn)效率評估。此外,不同產(chǎn)出功能之間也存在復(fù)雜的權(quán)衡和協(xié)同關(guān)系。所謂權(quán)衡是指一項功能的增長會降低另一項功能的供給能力,所謂協(xié)同則是指功能之間的相互促進(jìn)。……
