







摘要探討新型城鎮化對農業碳排放的影響機理,引導農業綠色可持續發展,對實現“碳達峰”和“碳中和”有十分重要的現實意義。運用熵值法、空間杜賓模型,以我國2005—2021年31個省(市、區)的面板數據為基礎研究新型城鎮化水平對農業碳排放的空間影響效應。結果表明:新型城鎮化對區域內的農業碳排放具有明顯的“減碳效應”;新型城鎮化對鄰近區域農業碳排放也具有明顯的負向空間溢出效應,且間接效應大于直接效應;地區間差異明顯,新型城鎮化對我國農業碳排放的影響程度西部>東部>中部。據此,提出以下建議:重視空間效應,實施差異化的農業碳減排政策;構建新型城鎮化和農業碳減排協調發展的政策體系;加快推動農業規模化經營和農業技術進步。

AbstractExploringtheimpactmechanismofnewurbanizationonagriculturalcarbonemissions,guidinggreenandsustainabledevelopmentofagriculture,isofgreatpracticalsignificanceforachieving“carbonpeak”and“carbonneutrality”.ThisarticleusesentropymethodandspatialDurbinmodeltostudythespatialimpactofnewurbanizationlevelonagriculturalcarbonemissionsbasedonpaneldatafrom31provinces(cities,districts)inChinafrom2005to2021.Theresultsshowedthat:newurbanizationhasasignificant“carbonreductioneffect”onagriculturalcarbonemissionsintheregion;newurbanizationalsohasasignificantnegativespatialspillovereffectonagriculturalcarbonemissionsinneighboringareas,andtheindirecteffectisgreaterthanthedirecteffect;therearesignificantregionaldifferences,andtheimpactofnewurbanizationonagriculturalcarbonemissionsinChinaisgreaterinthewesternregionthanintheeasternregionthaninthecentralregion.Accordingly,thefollowingsuggestionswereputforward:payattentiontospatialeffectsandimplementdifferentiatedagriculturalcarbonreductionpolicies;buildapolicysystemforthecoordinateddevelopmentofnewurbanizationandagriculturalcarbonreduction;acceleratethepromotionoflarge-scaleagriculturalmanagementandtechnologicalprogressinagriculture.

“碳達峰”和“碳中和”是世界各國共同追求的目標。面對全球氣候變暖的挑戰,世界各國高度重視,中國也將提高國家自主貢獻力度,二氧化碳排放力爭于2030年前達到峰值,2060年前實現碳中和[1]。中國農業生產帶來16%~17%的二氧化碳排放量[2],成為不可忽視的碳排放來源。“十四五”規劃提出要牢固樹立農業綠色低碳發展理念;十八大以來習近平總書記強調,要堅持新型城鎮化和農業現代化協調發展,落實人與自然和諧共生的要求,實現生態環境改善由質到量的轉變。……
