職業(yè)教育與成渝地區(qū)雙城經(jīng)濟(jì)圈鄉(xiāng)村產(chǎn)業(yè)協(xié)同發(fā)展探討

摘要 成渝地區(qū)雙城經(jīng)濟(jì)圈是西部地區(qū)高質(zhì)量發(fā)展的重要增長(zhǎng)極，需要職業(yè)教育與鄉(xiāng)村產(chǎn)業(yè)協(xié)同發(fā)展，進(jìn)而推動(dòng)城鄉(xiāng)融合發(fā)展，加快構(gòu)建現(xiàn)代職業(yè)教育體系。職業(yè)教育是成渝地區(qū)雙城經(jīng)濟(jì)圈鄉(xiāng)村產(chǎn)業(yè)協(xié)同發(fā)展的推進(jìn)器，然而契合度偏差是當(dāng)前成渝地區(qū)雙城經(jīng)濟(jì)圈職業(yè)教育協(xié)同發(fā)展的實(shí)踐困境。要推動(dòng)成渝地區(qū)雙城經(jīng)濟(jì)圈高質(zhì)量發(fā)展，必須從強(qiáng)化統(tǒng)籌協(xié)調(diào)、突破機(jī)制障礙，強(qiáng)化規(guī)劃引領(lǐng)、推動(dòng)全域產(chǎn)教融合，強(qiáng)化政策保障、促進(jìn)合作縱深推進(jìn)等方面，加強(qiáng)職業(yè)教育與鄉(xiāng)村產(chǎn)業(yè)的協(xié)同發(fā)展。

Discussion on the Cooperative Development of Vocational Education and Rural Industry in Chengdu-Chongqing Economic Circle

Abstract Chengdu-Chongqing Economic Circle is an important growth pole for high-quality development in western China， which needs the coordinated development of vocational education and rural industry， so as to promote the integrated development of urban and rural areas， and accelerate the construction of modern vocational education system. Vocational education is the propeller of the coordinated development of rural industries in Chengdu-Chongqing economic circle. However， the deviation of fit degree is the practical dilemma of the coordinated development of vocational education in Chengdu-Chongqing economic circle. In order to promote the high quality development of Chengdu-Chongqing economic circle， we must strengthen the overall coordination and break through the mechanism barriers， strengthen the planning guidance and promote the integration of industry and education in the whole region， strengthen policy support， promote cooperation in depth and other aspects of efforts， so as to strengthen the coordinated development of vocational education and rural industries.

2020年中共中央、國務(wù)院首次提出推動(dòng)成渝地區(qū)雙城經(jīng)濟(jì)圈建設(shè)，并將其目標(biāo)界定為西部高質(zhì)量發(fā)展的重要增長(zhǎng)極。2021年，中共中央、國務(wù)院印發(fā)的《成渝地區(qū)雙城經(jīng)濟(jì)圈建設(shè)規(guī)劃綱要》指出，要協(xié)同“建設(shè)現(xiàn)代高效特色農(nóng)業(yè)帶”為主的“現(xiàn)代產(chǎn)業(yè)體系”，以“城鄉(xiāng)產(chǎn)業(yè)協(xié)同發(fā)展”為舉措，共同推動(dòng)城鄉(xiāng)融合發(fā)展。2021年，國務(wù)院印發(fā)的《關(guān)于推動(dòng)現(xiàn)代職業(yè)教育高質(zhì)量發(fā)展的意見》指出，要加快構(gòu)建現(xiàn)代職業(yè)教育體系，辦好面向農(nóng)村的職業(yè)教育，……，鼓勵(lì)更多農(nóng)民、返鄉(xiāng)農(nóng)民工接受職業(yè)教育［1］。因此，研究職業(yè)教育與鄉(xiāng)村產(chǎn)業(yè)協(xié)同發(fā)展，助力成渝地區(qū)雙城經(jīng)濟(jì)圈建設(shè)，具有較強(qiáng)的理論意義和現(xiàn)實(shí)意義。
