鄉村振興背景下內蒙古農牧業龍頭企業發揮作用分析

摘要 農業產業化龍頭企業利用資本、技術、人才等優勢，通過向產業價值鏈上游種養環節和下游銷售環節延伸，推進一二三產業融合，是鄉村產業興旺的生力軍，是實施鄉村振興戰略的中堅力量。通過農業龍頭企業帶動鄉村產業振興，對于實現“三農”發展目標、激發農業農村活力具有重要的現實意義。以內蒙古農牧業龍頭企業為研究對象，探索了龍頭企業對鄉村振興的促進作用，提出了重點扶持規?；霓r業龍頭企業、提高龍頭企業的科技創新能力、構建穩定的利益聯結機制以及優化營商政策環境的對策建議，旨在進一步提升內蒙古農牧業龍頭企業服務鄉村振興的能力，促進農業農村的高質量發展。

Analysis on the Role of Leading Enterprises in Agriculture and Animal Husbandry in Inner Mongolia Under the Background of Rural Revitalization

Abstract Leading enterprises in agricultural industrialization take advantage of capital， technology， talent， and other advantages to promote the integration of the primary， secondary and tertiary industries by extending to the upstream planting and breeding links and downstream sales links of the industrial value chain， and are the new force for the prosperity of rural industries and the backbone of the implementation of the rural revitalization strategy. Promoting the revitalization of rural industries through leading agricultural enterprises is of great practical significance for realizing the development goals of relating to agriculture， rural areas， and rural people and stimulating the vitality of agriculture and rural areas. This paper takes the leading agricultural and animal husbandry enterprises in Inner Mongolia as the research object， explores the role of leading enterprises in promoting rural revitalization， and puts forward countermeasures and suggestions on focusing on supporting large-scale leading agricultural enterprises， improving the scientific and technological innovation ability of leading enterprises， building a stable interest linkage mechanism， and optimizing the business policy environment. It aims to further enhance the ability of leading enterprises in agriculture and animal husbandry in Inner Mongolia to serve rural revitalization and promote the high-quality development of agriculture and rural areas.

鄉村振興是建設農業強國的基本要求和必然前提，是加快構建新發展格局、促進小農戶與現代農業銜接的重要支撐^［1］。鄉村振興戰略為農業龍頭企業發揮作用提供了新的契機，農業產業化龍頭企業作為構建現代農業體系的新型經營主體，是加快推進農業產業現代化的重要力量，在推進農業延伸產業鏈、打造供應鏈、提升價值鏈等方面發揮引領作用。2021年中央一號文件中提出要推進現代農業經營體系建設，支持農業產業化龍頭企業創新發展、做大做強。2023年內蒙古自治區政府工作報告指出要推動農牧業適度規模經營，想方設法培育龍頭企業。……
