檔案服務(wù)企業(yè)參與家庭建檔的調(diào)查分析和引導(dǎo)策略

摘 ?要：隨著檔案工作服務(wù)民生主體方向的確立，家庭建檔工作對(duì)于傳承家風(fēng)家貌形成良好家庭文化、豐富社會(huì)檔案資源乃至推動(dòng)社會(huì)文明進(jìn)步的意義愈加突顯。盡管當(dāng)前家庭建檔工作已取得了一定的成效并形成了不同的模式，但在發(fā)展規(guī)模上依然十分有限。近年來(lái)，我國(guó)檔案企業(yè)服務(wù)企業(yè)增長(zhǎng)迅速并且具有一定的檔案管理技術(shù)儲(chǔ)備和檔案服務(wù)能力積累。因此，有必要引導(dǎo)檔案服務(wù)企業(yè)參與家庭建檔，以普及家庭建檔并提升其效率，發(fā)掘檔案服務(wù)企業(yè)業(yè)務(wù)新增長(zhǎng)點(diǎn)以及促進(jìn)檔案事業(yè)的繁榮發(fā)展。為此，本文建議：（1）建立和完善家庭建檔相關(guān)的質(zhì)量標(biāo)準(zhǔn)與實(shí)施規(guī)范；（2）明確家庭建檔工作的檔案服務(wù)企業(yè)準(zhǔn)入門(mén)檻；（3）對(duì)家庭建檔工作提供政策扶持并鼓勵(lì)參與其中的檔案服務(wù)企業(yè)創(chuàng)新商業(yè)模式；（4）設(shè)立引導(dǎo)檔案服務(wù)企業(yè)參與家庭建檔的試點(diǎn)示范城市與社區(qū)。

Abstract： ?With the establishment of the main direction of archival work serving the people's livelihood， the significance of collecting and cataloguing family archives for inheriting family style and appearance， forming good family culture， enriching social archival resources and even promoting the progress of social civilization is becoming more and more prominent. Although the current work of collecting and cataloguing family archives has achieved certain results and formed different models， its development scale is still very limited. In recent years， China's archives service enterprises have grown rapidly and have a certain accumulation of archives management technology reserves and archives service capabilities. Therefore， it is necessary to guide archives service enterprises to participate in the work of collecting and cataloguing family archives， so as to popularize the work and improve its efficiency， explore new business growth points of archives service enterprises and promote the prosperity and development of archives. Therefore， this paper suggests：（1）establishing and improving the quality standards and implementation norms related to the work of collecting and cataloguing family archives; （2）clarifying the access threshold of archives service enterprises for the work of collecting and cataloguing family archives; （3）providing ?policy support for collecting and cataloguing family archives and encouraging archives service enterprises to innovate business models; （4）establishing pilot demonstration cities and communities to guide archives service enterprises to participate in the work of collecting and cataloguing family archives.

家庭檔案作為社會(huì)檔案資源的重要組成部分，是指家庭及家庭成員在家庭生活和社會(huì)實(shí)踐活動(dòng)中形成的、具有現(xiàn)時(shí)利用價(jià)值和歷史查考價(jià)值的各種文字、圖表、影像及其他形式的歷史記錄。[1-3]家庭檔案的概念自20世紀(jì)80年代出現(xiàn)后在我國(guó)得到迅速發(fā)展，并逐漸形成了一系列的家庭建檔工作。家庭建檔在保護(hù)公民權(quán)益、加強(qiáng)親情維系、見(jiàn)證社會(huì)發(fā)展等方面有不可替代的作用。近年來(lái)，隨著檔案工作服務(wù)民生主體方向的確立，家庭建檔工作日益受到各地檔案部門(mén)的關(guān)注和重視。……
