檔案服務企業參與家庭建檔的調查分析和引導策略

摘 ?要：隨著檔案工作服務民生主體方向的確立，家庭建檔工作對于傳承家風家貌形成良好家庭文化、豐富社會檔案資源乃至推動社會文明進步的意義愈加突顯。盡管當前家庭建檔工作已取得了一定的成效并形成了不同的模式，但在發展規模上依然十分有限。近年來，我國檔案企業服務企業增長迅速并且具有一定的檔案管理技術儲備和檔案服務能力積累。因此，有必要引導檔案服務企業參與家庭建檔，以普及家庭建檔并提升其效率，發掘檔案服務企業業務新增長點以及促進檔案事業的繁榮發展。為此，本文建議：（1）建立和完善家庭建檔相關的質量標準與實施規范；（2）明確家庭建檔工作的檔案服務企業準入門檻；（3）對家庭建檔工作提供政策扶持并鼓勵參與其中的檔案服務企業創新商業模式；（4）設立引導檔案服務企業參與家庭建檔的試點示范城市與社區。

Abstract： ?With the establishment of the main direction of archival work serving the people's livelihood， the significance of collecting and cataloguing family archives for inheriting family style and appearance， forming good family culture， enriching social archival resources and even promoting the progress of social civilization is becoming more and more prominent. Although the current work of collecting and cataloguing family archives has achieved certain results and formed different models， its development scale is still very limited. In recent years， China's archives service enterprises have grown rapidly and have a certain accumulation of archives management technology reserves and archives service capabilities. Therefore， it is necessary to guide archives service enterprises to participate in the work of collecting and cataloguing family archives， so as to popularize the work and improve its efficiency， explore new business growth points of archives service enterprises and promote the prosperity and development of archives. Therefore， this paper suggests：（1）establishing and improving the quality standards and implementation norms related to the work of collecting and cataloguing family archives; （2）clarifying the access threshold of archives service enterprises for the work of collecting and cataloguing family archives; （3）providing ?policy support for collecting and cataloguing family archives and encouraging archives service enterprises to innovate business models; （4）establishing pilot demonstration cities and communities to guide archives service enterprises to participate in the work of collecting and cataloguing family archives.

家庭檔案作為社會檔案資源的重要組成部分，是指家庭及家庭成員在家庭生活和社會實踐活動中形成的、具有現時利用價值和歷史查考價值的各種文字、圖表、影像及其他形式的歷史記錄。[1-3]家庭檔案的概念自20世紀80年代出現后在我國得到迅速發展，并逐漸形成了一系列的家庭建檔工作。家庭建檔在保護公民權益、加強親情維系、見證社會發展等方面有不可替代的作用。近年來，隨著檔案工作服務民生主體方向的確立，家庭建檔工作日益受到各地檔案部門的關注和重視?！?br>
