基于專項(xiàng)審核視角的高校干部人事檔案管理效能提升路徑研究

摘 ?要：高校干部人事檔案管理對落實(shí)黨的政策方針、建設(shè)高校人才隊伍具有重要價值，因而本文首先闡明了新時代高校干部人事檔案管理工作的重要作用，在此基礎(chǔ)上探究專項(xiàng)審核視角下，高校干部人事檔案管理存在的問題，最后從強(qiáng)化檔案意識、提升干部人事檔案內(nèi)容質(zhì)量、落實(shí)干部人事檔案管理工作、建設(shè)檔案管理人才隊伍、推進(jìn)干部人事檔案信息化建設(shè)五方面構(gòu)建了高校進(jìn)一步提升干部人事檔案管理效能的路徑。

Abstract： The management of cadre personnel archives in colleges and universities is of great value to the implementation of the Party's policies and guidelines and the construction of talents. Therefore， this paper firstly expounds the important role of cadre personnel archives management in colleges and universities in the new era. Then， on this basis， it explores the problems from the perspective of special auditing. Finally， the paper constructs the path to further improve the management efficiency of cadre personnel archives from five aspects： strengthening the awareness of archives， improving the content quality， implementing the management work， building the personnel team of archive management and promoting the information construction.

1 引言

干部人事檔案是黨的重要執(zhí)政資源，是歷史、全面、系統(tǒng)地考察了解、評價使用干部、人才的重要依據(jù)，是建設(shè)高素質(zhì)高質(zhì)量干部人才隊伍、推動事業(yè)穩(wěn)步發(fā)展的重要基礎(chǔ)。[1]黨的十八大以來，黨中央深入推進(jìn)全面從嚴(yán)治黨向縱深發(fā)展，不斷提升新時代干部人事檔案工作質(zhì)量和水平。2014年10月至2016年6月，中央組織部在全國部署開展了干部人事檔案專項(xiàng)審核工作，首先從省管干部檔案審核，再到中層以上干部檔案審核，再到全覆蓋檔案審核。[2]隨后，2021年，相關(guān)高校按照中央組織部和教育部的工作部署開展了對具有副高級及以上專業(yè)技術(shù)職稱人員檔案專項(xiàng)審核工作。干部人事檔案專項(xiàng)審核暴露出了高校干部人事檔案管理存在的問題，同時也對高校干部人事檔案管理提出了更高的要求。
