平?jīng)鍪邪l(fā)展綠色循環(huán)農(nóng)業(yè)的實(shí)踐與對(duì)策

摘要 綠色循環(huán)農(nóng)業(yè)是農(nóng)業(yè)可持續(xù)發(fā)展的重要途徑。在總結(jié)平?jīng)鍪蟹e極發(fā)展綠色循環(huán)農(nóng)業(yè)有益做法的基礎(chǔ)上，深入分析了存在的突出問題和不足，通過實(shí)踐探索研究，總結(jié)提出了在山、川、塬不同生態(tài)類型區(qū)建立綠色循環(huán)農(nóng)業(yè)發(fā)展模式的對(duì)策和措施。

Practice and Countermeasures of Developing Green Circular Agriculture in Pingliang

Abstract Green circular agriculture is an important way for sustainable agricultural development.? On the basis of summarizing the beneficial practices of Pingliangs active development of green recycling agriculture， this paper deeply analyzes the existing outstanding problems and shortcomings. Through practical exploration and research， this paper summarizes and proposes countermeasures for establishing green recycling agriculture development models in different ecological types of mountains， rivers and plateau.

綠色循環(huán)農(nóng)業(yè)是以“減量化、再利用、再循環(huán)”為原則，以資源節(jié)約、綜合利用和清潔生產(chǎn)為目的，促使農(nóng)業(yè)生產(chǎn)由“資源→產(chǎn)品→廢棄物”線型模式向“資源→產(chǎn)品→廢棄物→再生資源”循環(huán)模式轉(zhuǎn)變[1]，實(shí)現(xiàn)農(nóng)業(yè)的可持續(xù)發(fā)展。平?jīng)鍪械靥幬鞅备珊蛋敫珊档貐^(qū)，年均降水量420～600 mm，人均耕地面積不足0.2 hm2，人均水資源擁有量不到世界平均水平的1/7、全國(guó)平均水平的1/4。針對(duì)農(nóng)情特征，探索綠色循環(huán)農(nóng)業(yè)發(fā)展路子，既是實(shí)現(xiàn)農(nóng)業(yè)高質(zhì)量發(fā)展、持續(xù)增加農(nóng)民收入的現(xiàn)實(shí)選擇，更是實(shí)施鄉(xiāng)村振興戰(zhàn)略的必然要求。

1 平?jīng)鍪邪l(fā)展綠色循環(huán)農(nóng)業(yè)的實(shí)踐探索

近年來(lái)，平?jīng)鍪姓J(rèn)真貫徹落實(shí)新發(fā)展理念，先后研究制定出臺(tái)了一系列支持綠色循環(huán)農(nóng)業(yè)發(fā)展的規(guī)劃、意見和方案，圍繞蘋果、肉牛等特色優(yōu)勢(shì)產(chǎn)業(yè)在綠色循環(huán)農(nóng)業(yè)技術(shù)與模式方面不斷創(chuàng)新，努力實(shí)施綠色生產(chǎn)方式轉(zhuǎn)變，為綠色循環(huán)農(nóng)業(yè)發(fā)展打下了良好基礎(chǔ)。……
