面向“雙萬計劃”省屬理工院校管理類專業人才培養模式改革研究

摘? 要：“雙萬計劃”是推動中國高等教育內涵式發展的核心工程，受到國內高校高度重視。與其他專業相比，管理類專業擁有較大的入圍機會，擁有建設新文科的先天優勢。然而，從已經公布的結果看，省屬理工類高校管理類專業的表現并不突出，整體實力達不到“雙萬”標準，學科交叉的優勢沒有轉化為勝勢。對此，省屬理工類高校管理類專業必須直面如何適應人工智能時代問題、案例教學的條件支撐問題、產學研協同問題，明確專業定位、規范教學管理、突出改革重點、優化師資配備。

Abstract： The "Shuangwan Program" is the core project to promote the connotative development of higher education in China， which is highly valued by domestic colleges and universities. Compared with other majors， management majors have a greater chance of being shortlisted and have inherent advantages in building new liberal arts. However， judging from the results that have been published， the performance of management majors in provincial science and engineering universities is not outstanding， the overall strength is not up to the "Shuangwan Program" standard， and the advantage of interdisciplinary has not been transformed into a victory. In this regard， the provincial science and engineering management major in universities must face the problem of how to adapt to the era of artificial intelligence， how to improve case teaching conditions for support issues， how to? merge science research and industry. For these reasons， the management specialty in provincial institutes of science and technology must clear professional orientation， Standardize teaching management，professional management norms， give prominence to key areas of reform and? improve the teaching staff.

2018年9月10日，全國教育工作大會在北京召開。為落實會議關于教育事業“重要先手棋”（習近平）精神，2018年9月17日，教育部下發《教育部關于加快建設高水平本科教育全面提高人才培養能力的意見》（教高〔2018〕2號）、《教育部等六部門關于實施基礎學科拔尖學生培養計劃2.0的意見》（教高〔2018〕8號）等6個文件，要求以“回歸常識、回歸本分、回歸初心、回歸夢想”為基本遵循，建設一批一流本科專業點，引領帶動高校專業建設水平和人才培養能力全面提升;實施一流專業建設“雙萬計劃”。至此，“雙萬計劃”正式浮出水面，成為培養一流人才的“四梁八柱”和推動高等教育內涵式發展的核心工程^[1]。

2019年4月2日，教育部發布《教育部辦公廳關于實施一流本科專業建設“雙萬計劃”的通知》（教高廳函〔2019〕18號），正式啟動“雙萬計劃”評選。“雙萬計劃”以一流專業為建設目標，面向各類高校，覆蓋92個本科專業，突出示范領跑效應。根據計劃，國家在3年內（2019-2021）建設1萬門國家級一流專業，1萬門省級一流專業^[2]。根據建設方案，“雙萬計劃”分“賽道”實施，即教育部直屬高校和省屬高校名額分列。省屬高校獲得了與教育部直屬高校公平競爭的機會，但同時面臨巨大建設壓力。

一、“雙萬計劃”賦予省屬本科院校管理類專業的機會

（一）管理類專業擁有較大的入圍機會

根據教育部《普通高等學校本科專業目錄（2012年）》，我國本科專業包括92個門類。其中，管理學門類下設專業類9個，46種專業^[3]。根據國家“雙萬計劃”， 管理類專業將布局1623個國家級一流專業（表1），占布點數量的16.06%。顯然，與其他專業相比，管理類專業擁有較大的入圍機會。

（二）管理學類專業擁學科交叉的先天優勢
