On August 28 to 29，2020，the seventh Symposium on The Work of the CPC Central Committee in Tibet was held in Beijing.Xi Jinping， General Secretary of the CPC Central Committee， President of The People's Republic of China and Chairman of the Central Military Commission attended the meeting and delivered an important speech.General Secretary Xi Jinping's important speech is a programmatic document guiding Tibet's work in the new era，for the new era of the Party's Work in Tibet to provide a fundamental follow.In order to better understand the spirit of the seventh Symposium on Work in Tibet.For this purpose，China Tibet Network invited experts and scholars in the field of Tibet，from the depth of learning， understanding， progress and other aspects of an in-depth discussion，to draw strength from the study and implementation of the seventh Symposium on Work in Tibet，firmly grasp the thinking methods， skills and wisdom contained in the General Secretary's speech.

The special interviewer of this issue is Hong Tao， president of China Tibetology Publishing House， the seventh group of cadres assisting Tibet， and former Deputy Director of the United Front Work Department of the Party Committee of Tibet Autonomous Region.He led us to discuss how to better carry forward the "old Tibetan spirit" and share his experience in assisting Tibet.Let us learn and comprehend the successful experience of the Party's strategy of governing Tibet in the new era and forge ahead with profound understanding.

In the interview， about the old Tibetan spirit，Hong Tao said to the reporter：“The old Tibetan spirit did not fall from the sky，and it wasn't instilled by anyone.It has been 70 years since the peaceful liberation of Tibet，practice from generation to generation， slowly summarized and refined.I am a cadre aiding Tibet，I can also say how hard I worked， how hard I struggled，but I don't think I'm qualified to say that.Because in the 1950s， the 18th Army of the Chinese People's Liberation Army entered Tibet，and a number of cadres who entered Tibet，together with the local cadres and masses in Tibet，to separate Tibet from a serfdom society into the socialist society.Through the leapfrog development， until now， there is a modern new Tibet.This effort is mainly done by them.And we， as Tibetan cadres，just learning， inherit and carry forward this spirit，and is not to say that we have created this spirit.And this spirit， I think， is the early eighteenth Army "not afraid of suffering， not afraid of death".This is our starting point of the old Tibetan spiritual.Then came the idea of "lack of oxygen without lack of spirit" and the long-term construction of Tibet.At the seventh Symposium on Work in Tibet held by the Central Committee， the spirit of old Tibet was affirmed.I think in the future，to do a good job in Tibet，whether it is officials who have entered Tibet， or those who have assisted Tibet， or officials of all ethnic groups who live in Tibet，the first thing is to learn the old Tibetan spirit，and the experience of working in Tibet，really step down to understand the different characteristics of Tibet.Combined with these characteristics，for example， in the alpine pastoral areas，the central farming areas， the border areas，all the areas have different characteristics， and different needs.The first，it is important to understand the situation of each region;The second is to combine local needs，based on a lot of advanced experience，ideas and practices，putting these things together，try to take measures that suit local needs and local development ideas.Have a long-term plan， long-term thinking， stick to it.Maybe in another decade or two，by the time the new China was 100 years old，our aid to Tibet will be even more fruitful.”

Recall those scenes when the aid Tibet， as if vividly in mind， Hong Tao has a lot of feelings.“I entered Tibet in 2013， at that time Tibet also start taking residency， called “double partnerships".As soon as I got there， I was assigned three of my double units，in Shannan Sangri County，a village along the yarlung Zangbo River.The first home I went to was the one that impressed me the most.It was a widow， an old lady， with her daughter.There was no strong labor in the house， and the house was dark and shabby， with basically nothing at all.There were only two rooms， no decent furniture，just only one hearth.But on the side of this hearth，there is an image of Chairman MAO， which is the cleanest in her house，and that frame is always wiped clean.I feel this really impressed me.Even though their lives are very difficult，it is not so satisfactory， and there is a lot of bitterness.But， in her mind， Chairman MAO， the Communist Party was the greatest savior，that's her hope.Everything she had came from her country， from the Communist Party，her feelings were very pure and simple.So after watching this scene，I don't think I have anything to be proud of as a cadre aiding Tibet.Or as leading cadres feel superior to others.My responsibility is to help the most poor people，how to think of ways to get rid of poverty and get rich to help them lead a better life.”
