[摘 要] 臺(tái)灣行政當(dāng)局為了推動(dòng)數(shù)字出版產(chǎn)業(yè)的發(fā)展,于2009年出臺(tái)了《數(shù)字出版產(chǎn)業(yè)發(fā)展策略與行動(dòng)計(jì)劃》,但成效甚微。本研究利用扎根理論對(duì)其進(jìn)行分析,研究結(jié)果指出:該政策存在以下4大誤區(qū):(1)政策核心價(jià)值與目標(biāo)相悖離;(2)政策執(zhí)行過于被動(dòng);(3)錯(cuò)用貌似公平的政策工具;(4)政策執(zhí)行部門角色錯(cuò)位。由此提出:統(tǒng)一事權(quán)、以減免代替補(bǔ)助、提供符合消費(fèi)者需求的數(shù)字內(nèi)容與培養(yǎng)數(shù)字編輯、規(guī)劃兩岸數(shù)字出版競(jìng)合策略4項(xiàng)建議。

Study of The Erroneous Zone of Digital Publishing Policy in China Taiwan:
Based on the Grounded Theory

[Abstract] In order to promote the development of digital publishing industry in China Taiwan, the China Taiwan authorities introduced the policy of The Development Strategy and Action Plan of Digital Publishing Industry. However, it has little effect. This research analyzes the policy by the method of grounded theory. The research results show four mistakes as follows: (1)the core value of the policy is contrary to the objective; (2)policy implementation is too passive; (3)the misuse of plausible policy instruments; (4)the role of the policy enforcement department is misplaced. The research puts forward three suggestions to afford us lessons that merit attention: unifying the duties, replacing subsidies with relief, providing digital content meeting demands of customers and training digital editing, planning the cross-strait digital publishing competition and cooperation strategy.

1 引 言
信息傳播技術(shù)革命改變了讀者的閱讀習(xí)慣,催生了數(shù)字出版,同時(shí)也對(duì)傳統(tǒng)出版產(chǎn)業(yè)造成劇烈沖擊。大體而言,數(shù)字出版與傳統(tǒng)出版相比較,具有復(fù)制零成本與傳播無(wú)限制的優(yōu)點(diǎn),可以降低紙質(zhì)出版物印制與發(fā)行流通成本,并提高出版產(chǎn)業(yè)承擔(dān)風(fēng)險(xiǎn)的能力[1]。但臺(tái)灣地區(qū)由于缺乏市場(chǎng)規(guī)模、出版產(chǎn)業(yè)過于零散、資本額過低,以及少子化影響,在一定程度上制約了數(shù)字出版的發(fā)展。臺(tái)灣行政當(dāng)局乃在2009年出臺(tái)《數(shù)字出版產(chǎn)業(yè)發(fā)展策略與行動(dòng)計(jì)劃》(下文簡(jiǎn)稱《計(jì)劃》),希望以5年的時(shí)間將臺(tái)灣地區(qū)建成為全球數(shù)字出版產(chǎn)業(yè)發(fā)展的成功模范。但根據(jù)臺(tái)灣地區(qū)財(cái)團(tuán)法人資訊工業(yè)策進(jìn)會(huì)的統(tǒng)計(jì),自《計(jì)劃》執(zhí)行以來,臺(tái)灣地區(qū)數(shù)字出版產(chǎn)業(yè)(包含數(shù)字典藏)的產(chǎn)值不但并未提升,反而從2011年的716億新臺(tái)幣下滑至2013年的528億新臺(tái)幣,衰退幅度高達(dá)35.6%[2],可見《計(jì)劃》的成效甚微。……
