Since the outbreak of the new crown pneumonia epidemic，General Secretary Xi Jinping has attached great importance to the prevention and control of the community epidemic，pointing out that the community is the first line of joint prevention and control of the epidemic，and the most effective line of defense for external prevention and internal prevention of spread. It is necessary to give full play to the important role of communities in the prevention and control of the epidemic，to give full play to the role of grassroots party organizations as a battle fortress and the exemplary role of party members. 2、Community governance shortcomings in epidemic prevention and control

（1）The outbreak of the new crown epidemic has led to insufficient community prevention and control capabilities

As the community cadres at the end of the governance system，they are responsible for all the sinking administrative affairs from government departments. Especially in the face of this major nationwide epidemic，the community is obviously unable to do so. After responding from the first level of the epidemic，a large amount of work of community cadres is to deal with inspections，supervisions and evaluations of different departments and fronts at various higher levels，and they are basically at full capacity in their daily work. The epidemic has made the community the frontier of joint prevention and governance，and the core team to prevent the spread of the epidemic in the community. The heavy prevention and control tasks and huge pressure quickly fell on the shoulders of grassroots community workers. The shortage of personnel has become a major difficulty and an epidemic prevention.

（2）The main body of governance is absent，and multiple co-governance systems are rare

This time the epidemic prevention and control party and the government have given full play to their leadership and demonstrated strong organizational power，mobilization power，and appealing power. However，the government is basically singing a "one-man show". The situation of multiple co-governance that we expect rarely occurs. The social organizations and groups in the community are nowhere to be seen. The residents' awareness of participating in the fight against the epidemic is not strong，and the civic spirit needs to be improved. In this epidemic，most communities still have neighborhood committees who tend to take care of everything，and residents have a weak sense of participation. In the face of the epidemic，neighborhood committees need to change their thinking. By cultivating the civic spirit of residents and allowing residents to actively participate，it can undoubtedly promote the process of residents' autonomy in the special context of the epidemic.

（3）The object of governance lacks education，and conflicts are not uncommon

In the face of the “epidemic”，community residents have shown their due moral character，psychological quality，and endurance. Most of them have strong sense of discipline and obedience. However，due to the lack of education on the core socialist values，there are still a few Residents do not obey the requirements of closed management and take necessary prevention and control measures. It is common for residents to enter and leave the community at will，do not wear masks，and home isolation is not in compliance. It is not uncommon for residents to conflict with bayonet personnel on duty，and the public security department often sends police for this.

3、Improvement measures for community governance in epidemic prevention and control

（1）Increase community service personnel and implement grid management and services

In accordance with relevant regulations，community staff should be fully staffed to solve the problem of insufficient community service and management personnel. In terms of community team building，open recruitment for outstanding university graduates and retired soldiers can be adopted to create a community governance team with strong public awareness and outstanding capabilities. At the same time，we will strengthen the construction of community volunteer teams，establish a team of volunteers with multiple identities to participate and undertake multiple tasks，and optimize the combination to play its maximum role. It is necessary to actively promote grid-based services and divide the grid on a community basis so that small things do not come out of the grid and major things do not come out of the community.

（2）Strengthen the responsibility of community governance and improve the daily work mechanism of the community

The new crown pneumonia epidemic has brought impacts and challenges to community governance. In the process of epidemic prevention and control，front-line community workers and social forces have actively explored and formed a grounded practical wisdom with earthy flavor，such local practical wisdom Need to accumulate，summarize and inherit. In a certain sense，this is a historical mission and an opportunity to make up for the shortcomings of modern community governance and improve the community governance system.
