科技查新對提高科技創(chuàng)新能力的作用

摘 要：本文以開封市科技計劃項(xiàng)目立項(xiàng)查新為研究對象，以科技計劃立項(xiàng)查新的數(shù)量、科技信息資源平臺的建設(shè)、數(shù)據(jù)庫服務(wù)器的硬件設(shè)施、查新人員的培養(yǎng)等方面為基礎(chǔ)，采用了科技查新與科技查新培訓(xùn)相結(jié)合、科技查新與科技信息資源數(shù)據(jù)庫建設(shè)相結(jié)合、科技查新與科技信息資源數(shù)據(jù)庫檢索及使用培訓(xùn)相結(jié)合的方法。研究發(fā)現(xiàn)，這種方式增強(qiáng)了科研人員的查新意識，提高了科研人員對科技信息資源的有效利用率，為科技項(xiàng)目立項(xiàng)提供依據(jù)，為科學(xué)研究提供定題檢索和課題跟蹤服務(wù)，極大地提升了開封市的科技創(chuàng)新能力。

The Role of Sci-tech Novelty Search in Improving

Abstract： This paper took Kaifeng's science and technology plan projects as the research object， which was based on the number of sci-tech plans， the construction of sci-tech information resource platforms， the hardware facilities of database servers， and the training of sci-tech personnel， the method of combining science and technology innovation with science and technology innovation training， science and technology innovation with science and technology information resource database construction， science and technology innovation with science and technology information resource database retrieval and use training methods were combined. The study found that this method had strengthened the research consciousness of scientific researchers， improved the effective utilization of scientific and technological information resources by scientific researchers， provided the basis for scientific and technological project establishment， and provided thematic retrieval and topic tracking services for scientific research， which had greatly enhanced the scientific and technological innovation capabilities of Kaifeng.

科技查新是科學(xué)技術(shù)部為了避免科研課題重復(fù)立項(xiàng)和客觀正確地判別科技成果的新穎性、先進(jìn)性而設(shè)立的一項(xiàng)工作[1]。它為科研立項(xiàng)提供了可靠的信息情報評估，為政府科研主管部門審批立項(xiàng)提供決策依據(jù)，它可以有效地避免科技計劃項(xiàng)目的重復(fù)申報，提高科技計劃項(xiàng)目的新穎性，幫助科研人員了解行業(yè)或領(lǐng)域的最新科研情況，科學(xué)地進(jìn)行定題檢索，從而保證國家科研資金的合理使用，提高資金的有效使用率[2]。因此，科技查新日益受到國家及各省市科技行政主管部門的重視。

1 科技查新的發(fā)展

科技查新，簡稱查新，是指以反映查新項(xiàng)目主題內(nèi)容的查新點(diǎn)為依據(jù)，以計算機(jī)檢索為主要手段，以獲取密切相關(guān)文獻(xiàn)為檢索目標(biāo)，運(yùn)用綜合分析和對比方法，對查新項(xiàng)目的新穎性作出文獻(xiàn)評價的情報咨詢服務(wù)[3]。……
