摘 要:機組啟動過程一直是機組操作中最復雜、最繁重、最具風險性的環節,其間各種能源耗費量巨大。目前,機組啟動過程尚未形成標準化的過程管理模式,節能管控缺乏科學指導,非計劃性拖延導致多耗燃油、除鹽水、廠用電等,造成資源浪費情況比比皆是。同時,各項操作任務缺乏科學統籌規劃,機組事故、隱患無法有效控制,導致機組啟動過程各項工作效率低、風險大。在保證機組安全環保啟動的前提下,要盡可能縮短機組啟動時間,減少啟動能耗,有序開展各項操作降低機組啟動風險,真正做到精益管理、創造價值,這對提高安全效益和經濟效益有著重要意義。

Abstract: The start-up process of the unit has always been the most complicated, heavy and risky link in the operation of the unit, during which various energy consumptions are huge.At present, the unit startup process has not yet formed a standardized process management model, and scientific guidance for energy conservation management is lacking,unplanned delays lead to excessive fuel consumption, demineralization and plant power consumption, resulting in waste of resources abound.At the same time, there is a lack of scientific overall planning for various operational tasks,unit accidents and hidden dangers cannot be effectively controlled, resulting in low efficiency and high risks during the startup process of the unit.On the premise of ensuring the safe and environmentally friendly start-up of the unit, it is necessary to shorten the startup time of the unit as much as possible, reduce the start-up energy consumption, carry out various operations in an orderly manner, reduce the startup risk of the unit, and truly achieve lean management and create value,which is of great significance for improving safety and economic benefits..

華電國際電力股份有限公司鄒縣發電廠通過利用浪費識別法對問題進行梳理,識別機組啟動過程中存在的各種浪費,其中工作、信息傳遞和業務流程上的浪費尤為突出[1]。這些機組啟動中普遍存在的浪費點,是造成機組啟動效率低下、隱患長期潛伏的重要原因。諸多因素導致機組啟動過程存在突出的浪費問題,綜合人員、設備、時間和流程等因素,影響機組啟動的不可控因素可以歸納為三類,即時間不可控、設備不可控和工作流程不可控[2,3]。

本文利用思維導圖法對機組啟動過程的三大不可控因素進行詳細分析,探究了時間、設備和工作流程三大不可控問題的成因,為下一步制定科學措施、形成改善方案提供引導。……
