?我國數字圖書館標準規范體系運行機制研究

摘 要 論文通過對我國數字圖書館標準規范體系建設現狀進行回顧，結合對數字圖書館標準規范體系構建的關鍵要素的分析，探討了組織運行機制、內容建設機制、更新維護機制三種數字圖書館標準規范體系的運行機制，以期對我國數字圖書館標準規范體系的可持續發展起到積極作用。

Abstract This paper reviews the current situation of the construction of digital library standards system in China， and combines with the analysis of the key elements of the construction of digital library standards system， it puts forward three operation mechanisms of digital library standards， including organizational operation mechanism， content construction mechanism and renewal and maintenance mechanism， so as to play a positive role in the sustainable development of the standard system of digital libraries in China.

數字圖書館標準規范的建設是數字圖書館建設的基礎，是數字資源開發利用與資源共建共享穩定發展的基本保證，也是保證數字圖書館的資源與服務有序、穩定、高效并可持續發展的基礎。數字圖書館標準規范體系機制的建設能夠將數字圖書館各標準規范的要素進行整合，推動數字圖書館的長期發展。因此，本文首先對我國數字圖書館標準規范體系建設狀況進行回顧，然后對數字圖書館標準規范體系的各種內外部要素加以分析，最后在此基礎上，協調各要素之間的關系，探討保障數字圖書館標準規范體系持續健康發展的各類運行機制。

1 我國數字圖書館標準規范體系建設概況

我國數字圖書館的建設工作開始于二十世紀九十年代中期，隨著數字圖書館建設工作的不斷深入與更多研究學者的積極參與，我國數字圖書館標準規范的研究經歷了從跟蹤國外標準的研究到描述性規范的研制，再到研究和搭建與具體應用緊密結合的標準規范體系框架，最后發展到將成熟的、有發展前景的標準草案上升為國際標準和行業標準的建設歷程[1]。……
