研究創新 改善學習 卓越服務:愛丁堡大學圖書館戰略規劃解析

摘 要 愛丁堡大學圖書館對圖書館行業的資源建設和服務發展具有一定的帶動作用。該館從研究和創新、改善學習與教學條件、提供卓越服務方面擬定了一系列的戰略計劃，并緊緊圍繞著數字化轉換、助力學生學習、提供數字研究服務、成為國內國際業界引領者和信息服務部改革這五項關鍵任務展開，為其他圖書館的制定戰略規劃和業界事業發展、改善服務提供了清晰的藍本。

Abstract The Library of Edinburgh University has a certain leading role at the library field about resources construction and service development. The library has planned a series of work in terms of research and innovation， improving learning and teaching conditions， as well as providing excellence services. In order to realize this plan， the library conducted it with five key tasks including digital transformation of core services and systems， improving learning， providing digital research services，taking the leading position in the national and international library filed， and the reform of information service department. It has made a reference to the formulation of strategic plan， developing library cause and improving service for other libraries.

0 引言

完善的服務發展規劃與實施計劃是保障圖書館服務發展的重要前提和指引，也是規范圖書館業務流程、實現創新發展的重要基礎。愛丁堡大學（the University of Edinburgh）作為世界五十強高校之一[1]，是一所建校超過四百年的世界名校，迄今已經發展成為典型的綜合性大學，在英國國內與世界教育、研究領域內享有盛譽。愛丁堡大學是羅素集團（Russell Group）的成員，也是唯一一所除牛津和劍橋外成為Coimbra group和the LERU協會成員的大學，同時也是Universitas 21的一員[2]。愛丁堡大學圖書館作為英國全境乃至世界范圍內重要的信息服務、科研數據管理、圖書館業務等方面的重要實踐和服務者，其業務活動和實踐規劃對于其國內乃至世界范圍內的圖書館都有著相應的影響力。
