基于創新創業視角對“互聯網+公益3.0”的研究

摘 要：倘若說公益事業也存在進化論，那么公益事業的發展基本可以分為三個階段：由政府主導、企業與政府機構搭臺及引領，社會群眾處于觀望狀態的1.0時代；社會群眾通過官方機構參與公益事業的2.0時代；以及如今以政府機構與企業合作搭建“互聯網+公益”平臺，引領并發動大眾力量參與公益事業為主題的公益3.0時代。借力于近年來互聯網技術的迅猛發展及“互聯網+”概念的提出與發展，傳統公益事業煥發出新的生機，“互聯網+公益”事業逐漸呈“創新化、多元化、大眾化、常態化”趨勢發展。本文基于創新創業視角，從對“互聯網+公益3.0”的研究出發，結合大學生創新創業課題項目的構想及研究來簡要探討“互聯網+公益3.0”模式。

Abstract：If the public welfare undertakings also exist in the theory of evolution，the development of public welfare can be divided into three stages：Led by the government，the enterprise and the government agencies to stand and lead，the social masses are in the 1 age of watching state；the social masses to participate in the 2 era of the public benefit through the official institutions；and the present government institutions and enterprises to build the“Internet plus public welfare”service platform，to guide and mobilize the masses to participate in public welfare undertakings force as the theme of the public 3 times. With the rapid development of development put forward by internet technology in recent years and the“Internet plus”concept，the traditional welfare full of new vitality，“Internet + public welfare”career gradually showing the trend of“innovation，diversification，popularization and normalization”. Based on the perspective of innovation and entrepreneurship，this paper starts from the research on“Internet + public welfare 3”，and briefly discusses the“Internet + public welfare 3”model in combination with the concept and research of college students’ innovation and entrepreneurship project.

1 “互聯網+公益”模式對公益事業發展的意義

1.1 促進傳統公益事業大眾化、創新化發展

同官方主導的傳統公益慈善模式相比，“互聯網+公益3.0”的創新意義及發展優勢在于其拓展延伸了公益慈善事業的發展空間。從主體來講，公益活動不再只是正規慈善機構、公益機構和企業家們的專利，當下“互聯網+公益3.0”模式更多的是由民間組織及個人主導與參與，通過在“互聯網+公益”平臺發布求助信息、展開公益宣傳及組織公益活動等，進而促進公益事業參與主體多元化發展；從傳播渠道來講，借力于互聯網平臺的優勢，發起者及參與者能夠選擇更加多元化的公益事業傳播媒介，各種社交網站、購物網站、網絡論壇和即時通信工具都成為公益傳播的平臺，從而擴展了公益信息的受眾面，通過網絡圍觀而形成強大的公益傳播效應；……
