醫學類?？茖W校專利小型數據庫的建設和思考

摘 要：我校作為一所醫學類?？茖W校，雖然科研水平不處于領先地位，但近年來隨著國家大力鼓勵科技創新，學校越來越重視知識產權，尤其是對專利的保護。學校專利申請和授權穩步增長，目前已經累計申請300件，授權近200件，申請量和授權量仍在不斷增長中。專利的管理采用Access數據庫進行，數據錄入數據庫后用SQL檢索表達式精確檢索需要的數據，并對學校的專利信息進行統計和分析。通過專利數據庫的建設，為總體上把握我校專利申請方向，促進專利轉移轉化及學校知識產權管理決策提供重要支撐。

Abstract：As a medical college，our scientific research level is not in the lead，but in recent years，with the country’s vigorous encouragement of scientific and technological innovation，the school has paid more and more attention to intellectual property rights，especially the protection of patents. School patent applications and authorization have been growing steadily. At present，300 applications have been authorized，nearly 200 authorized，and the number of applications and authorization is increasing. The management of patent is carried out using Access database. After data entry，the data is retrieved accurately with SQL retrieval expression，and the patent information of the school is counted and analyzed. The construction of patent database provides an important support for the overall grasp of our university’s patent application direction，the promotion of patent transfer transformation and the school intellectual property management decision-making.

0 引 言

近年來，隨著國家大力支持科技創新政策的出臺，再加上包含科技領域的各行各業國際化程度的提高，知識產權提高到了一個前所未有的高度。在這一背景下，各高校為促進自身科研工作的發展，增強科技競爭力，也積極投入到知識產權建設中，作為知識產權含金量最高的專利則是重點建設對象。但另一方面各高校又要建立信息化的專利數據庫服務系統，一般意義上的專利數據庫系統界面友好、檢索方便，與知識產權代理公司緊密結合，充分利用互聯網，適用于各類人員，但這種數據庫開發投資價格高，需要較高信息技術能力的專業人士進行維護，一般學校一時也難以及時投入，小型數據庫相對價格低廉、維護容易、技術門檻低、功能齊全，與學校各方面工作緊密聯系，能較好地勝任一般普通高等學校知識產權數據資源的管理工作?！?br>
