軍工科研單位信息化平臺中型號集成計劃管理規范研究

摘 要：本文對型號集成計劃在項目管理平臺中的管理規范進行了說明，主要內容包括集成計劃的編制、執行反饋、執行確認、監控及變更，從而實現對集成計劃的規范化管理，并結合軍工行業實際情況探索了軍工科研單位實施集成計劃管理的具體過程，為相關單位進行型號管理提供了可借鑒的經驗。

Abstract：In this paper，the management specification of the model integrated plan in the project management platform is explained. The main contents include the compilation of the integrated plan，the execution feedback，the execution confirmation，the monitoring and change，so as to realize the standardized management of the integrated plan，and explore the implementation of the military industrial research unit in the light of the actual situation of the military industry. The specific process of integrated planning management provides a reference for the relevant units in model management.

0 引 言

隨著我國軍隊建設和軍工行業的快速發展，各軍工單位承擔著越來越多的型號研制任務，并建設了相應的項目管理平臺。但是由于我國軍工單位型號管理還存在不規范、不科學的問題，對型號研制全周期過程產生的各種計劃要素、管理模式、管控粒度的定義不清晰，未建立起型號集成計劃的管理模型。因此，本文研究如何在項目管理平臺中制定型號集成計劃的編制流程及管控要求，以滿足多種計劃之間相互驅控和管理過程協同的要求，從而提升計劃管理水平，保證型號研制整體進度。

1 集成計劃的涵義

集成計劃（Project Integration Plan）是指在平衡的基礎上，運用綜合集成的方法，將影響型號的各種專項計劃與型號主計劃進行集成，從而制定用于指導型號實施和管理的計劃文件，該計劃文件具有集成性、綜合性、全局性和協調性的特點。

2 集成計劃管理目標

由于集成計劃的管理要素比較多、流程復雜，并且相互有交聯關系，因此必須借助信息化平臺才能實現集成計劃規劃管理、精細管理和清晰管理的目標。……
