基于GIS的網(wǎng)格化全業(yè)務(wù)支撐研究

摘 要：全業(yè)務(wù)運(yùn)營(yíng)導(dǎo)致發(fā)展融合業(yè)務(wù)的迫切性，決定了業(yè)務(wù)支撐系統(tǒng)向全業(yè)務(wù)支撐方向演進(jìn)的方式。上海移動(dòng)在業(yè)務(wù)支撐系統(tǒng)層面必須從全業(yè)務(wù)運(yùn)營(yíng)的支撐需求出發(fā)，并以集客和家寬業(yè)務(wù)為主，在新的競(jìng)爭(zhēng)格局下形成競(jìng)爭(zhēng)力，因而對(duì)全業(yè)務(wù)支撐提出了新的需求。本文借鑒此類系統(tǒng)建設(shè)經(jīng)驗(yàn)，剖析現(xiàn)有業(yè)務(wù)支撐系統(tǒng)存在的問(wèn)題，并根據(jù)全業(yè)務(wù)運(yùn)營(yíng)需求提出基于GIS的網(wǎng)格化全業(yè)務(wù)支撐研究方案。

Abstract：Full-service operations make the operators urgent to develop in fixed–mobile convergence （FMC） services，and it means the IT support system must provide the full services support for the company. Therefore，China Mobile（Shanghai）had to ensure its IT support system can fulfill the development of the full-service operations，and also focus on developing the fixed-broadband and family broadband service rapidly to improve its own competitiveness which puts new demands on full-service support. This paper draws upon the system building experience of others，analyzes the problems in the existing IT support system of the company，and presents a gridding GIS research proposal according to the demands of full-service operations.

0 引 言

隨著固移融合、IMS、LTE、多元化集客家客應(yīng)用的高速發(fā)展，傳統(tǒng)的單一視角已經(jīng)無(wú)法滿足全業(yè)務(wù)運(yùn)管支撐，運(yùn)營(yíng)商需要360°全方位多維度的綜合視角。全業(yè)務(wù)運(yùn)營(yíng)后，在資源、客戶、產(chǎn)品、需求及運(yùn)營(yíng)層面都對(duì)上海移動(dòng)構(gòu)建和優(yōu)化全業(yè)務(wù)支撐系統(tǒng)提出了更高的要求。

近年來(lái)，上海移動(dòng)在基礎(chǔ)資源與組織保障方面不斷投入，上海移動(dòng)綜合資源管理GIS系統(tǒng)已經(jīng)實(shí)現(xiàn)了點(diǎn)、線位置信息的查詢和定位，但仍缺乏多樣化的圖表展現(xiàn)功能，尚未具備統(tǒng)計(jì)和分析功能，較難支撐全業(yè)務(wù)運(yùn)營(yíng)需求。上海移動(dòng)計(jì)劃、網(wǎng)絡(luò)、集客部門近幾年都提出了基于GIS地圖全面呈現(xiàn)各類網(wǎng)絡(luò)資源需求，因此，構(gòu)建以提升全業(yè)務(wù)支撐能力為目標(biāo)的系統(tǒng)是迫切的和必要的。

本文從全業(yè)務(wù)運(yùn)營(yíng)的支撐需求出發(fā)，并以集客和家寬業(yè)務(wù)為抓手，研究基于GIS網(wǎng)格化的全業(yè)務(wù)支撐方案，旨在對(duì)于未來(lái)網(wǎng)絡(luò)布局、資源投入具有指導(dǎo)意義。……
