重慶市&巴拿馬省、巴南區&三條市友好城市市長圓桌會上共謀智能化發展

2018年8月23至25日，首屆中國國際智能產業博覽會（簡稱：智博會）舉辦期間，在2018中國·重慶國際友好城市市長圓桌會議上，巴拿馬省省長拉法埃爾·皮諾·平托與重慶市委副書記、市長唐良智共同簽署了《建立友好市省關系諒解備忘錄》，重慶市與巴拿馬省正式締結為友好省市；與此同時，重慶市巴南區與日本新潟縣三條市簽署了《中華人民共和國重慶市巴南區和日本國新潟縣三條市締結友好城市關系備忘錄》，巴南區與三條市正式締結友城關系。

重慶市&巴拿馬省

巴拿馬（The Republic of Panama），位于中美洲最南部，與哥倫比亞、哥斯達黎加接壤。總面積雖然只有7萬多平方公里，但卻是中美洲最發達的國家。其經濟重點是服務業，以金融、貿易和旅游業為主，金融業和轉口貿易較發達。2007年被《福布斯》評為十大游覽勝地之一；2016年巴拿馬被《國際生活》雜志評選為全球23個最適宜養老的國家中的第一位；巴拿馬還在蓋洛普各國幸福感榜單中連續兩年排名第一，因此她也被譽為“全世界最幸福的地方”。

巴拿馬最為人熟知的便是聞名世界的巴拿馬運河（Panama Canal），其橫穿巴拿馬地峽，連接太平洋和大西洋，是重要的航運要道，亦是巴拿馬重要的經濟來源，被譽為世界七大工程奇跡之一的“世界橋梁”。

巴拿馬省是巴拿馬10個省級行政區之一（巴拿馬劃為10個省和5個印第安居民區），省會巴拿馬城是國家首府、國際著名金融中心。巴拿馬省位于巴拿馬運河東岸的太平洋沿岸，其地勢較低，東北部是圣布拉斯山脈，是海拔最高的地方。境內叢林密布、河流眾多。該省還擁有巴拿馬灣的一系列島嶼，最重要的是位于巴拿馬城東南90公里處的珍珠群島。

重慶市，是中華人民共和國中西部唯一的直轄市，長江上游地區經濟、金融、科創、航運和商貿物流中心，西部大開發重要的戰略支點、“一帶一路”和長江經濟帶重要聯結點以及內陸開放高地。

以江城、山城揚名的重慶，地處中國內陸西南部，東鄰湖北、湖南，南靠貴州，西接四川，北連陜西，是中國西南地區融貫東西，匯通南北的綜合交通樞紐。重慶江北國際機場居中國內陸“十大”空港之一，果園港是中國內河規劃建設的最大的水、鐵、公聯運港，在交通方面擁有得天獨厚的優勢。

重慶亦是中國著名的歷史文化名城，具有3000多年的悠久歷史，以重慶為中心的古巴渝地區是巴渝文化的發祥地，孕育了燦爛的文化和輝煌的文明。

重慶市與巴拿馬省雙邊正式建立友好市省關系，標志著雙方同意在平等互利的基礎上，共同促進兩地人民之間的友好交往和經濟、貿易往來，并進一步增進合作共識，拓展交流領域，深化在互聯網、大數據、人工智能等領域的交往合作。此外，雙方還同意聯合高等院校、職業學校等力量，培養互聯網、大數據、人工智能方面的新生力量。

巴南區&三條市

日本，位于東亞，領土由北海道、本州、四國、九州4個大島及7200多個小島組成，總面積37.8萬平方公里。日本是一個高度發達的國家，也是世界第三大經濟體。其發達的制造業是國民經濟的主要支柱，科研、航天、制造業、教育水平均居世界前列。此外，以動漫、游戲產業為首的文化產業和發達的旅游業也是其重要象征。日本的傳統文化代表以茶道、花道、書道為主。

新潟縣（Niigata），位于日本本州島中北部，地處日本最長的河流信濃川和阿賀野川兩大河流形成的沖積平原，有著漫長且富于變化的海岸線。其自然資源豐富，交通發達，擁有新干線高速鐵路、國際機場和國際貿易港，是日本國內、日本海沿岸的中心城市和交通樞紐，也是日本重要的稻米產區。2007年4月新潟正式升級為擁有縣（省級）權限的“政令指定城市”（相當于中國的“計劃單列市”）。

新潟縣三條市，是新潟縣內少數的幾個工業城市，其位于新潟縣的中心地帶，東邊茂綠的森林一直延伸到福島縣的邊界，伊卡拉什河就是由這里流向堿市的邊界。從西北方向看，日本最長的河流信濃川河流橫鶚該地區，形成了一個富饒的農業種植區，適于種植桃子、梨子及其他水果和水稻。從東京搭乘上越新干線（高速列車）到三條市三神站只有2個小時的車程，也可通過北陸高速公路前往三重津，享受沿途的現代都市和環繞三條市的美麗山脈風光。

三條市因金屬制品聞名日本，特色產業為汽車零部件和建筑鋼材等金屬制造業，主要產品出口歐洲。其金屬品制造始于1720年，19世紀中葉，刃具、家庭用金屬品工業相當發達。

巴南區地處重慶主城區西南部，旅游資源豐富。有魚洞烏皮櫻桃、五布柚等地理標志產品，以及南溫泉、東溫泉、圣燈山國家森林等景區景點。

巴南區歷史文化厚重，早在3000多年前的商代，巴人就在此繁衍生息、立國建都。作為巴國的發源地和傳承之地，3000年巴文化源遠流長。歷史上，先后涌現出“寧拋頭顱不丟寸土”的英雄將軍巴蔓子、“革命軍中馬前卒”鄒容、孫中山大元帥府秘書長楊滄白、新中國首任女大使丁雪松等杰出人物，擁有“接龍吹打”“木洞山歌”國家級非物質文化遺產、南泉抗戰舊址群等豐富文化資源。

自2016年11月，巴南區與三條市簽署《建立友好合作關系備忘錄》以來，雙邊合作領域不斷拓展，合作關系也進一步加深。首屆智博會上，巴南區與三條市正式締結友好城市關系，標志著雙邊關系發展進入新時期。

During the first Smart China Expo (hereinafter referred to as SCE) from August 23 to 25, 2018, Rafael Pino Pingto, the governor of Panama Province, and Tang Liangzhi, the deputy secretary of the Chongqing Municipal Party Committee and the mayor of Chongqing,signed Memorandum of Understanding on Establishing Sister Cities Relationships during the programme of 2018 Mayors' Roundtable for International Sister Cities of Chongqing-Smart Innovation for Better Life, which means the formal establishment of Sister Cities between Chongqing and Panama Province. At the same time, Banan District,Chongqing Municipality and Sanjo City of Niigata Prefecture, Japan signed Memorandum of Sister Cities Relationships Between Banan District, Chongqing, People's Republic of China and Sanjo City, Niigata Prefecture, Japan, which means the formal establishment of Sister Cities relationship between Banan District and Sanjo City.

Chongqing & Panama Province

The Republic of Panama, located in the southernmost part of Central America, borders Colombia and Costa Rica. Although the total coverage is only over 70,000 square kilometers, it is the most developed country in Central America. Its economy is focused on the service industry, which is dominated by finance, trade and tourism, and the financial industry and entrepot trade go well. In 2007,it was named one of the top ten tourist attractions by Forbes. In 2016, Panama was award as the first among the 23 most suitable countries in the world by International Living. Panama is ranked first in Gallup’s list of happiness for two consecutive years as well, so it is also known as “the happiest place in the world”.

Panama is best known for its world-famous Panama Canal, which crosses the Isthmus of Panama and connects the Pacific Ocean and the Atlantic Ocean. It is a significant shipping route and an important economic source for Panama. Besides,Panama Canal, the “World Bridge”, is regarded as one of the seven wonders of the world.

Panama Province is one of the 10 provincial-level administrative regions of the Republic of Panama(Panama is divided into 10 provinces and 5 Indian residential areas), and Panama City is the capital of the country and a renowned international financial center. Panama Province is located on the Pacific coast of the east coast of Panama Canal. It has a low terrain and its northeast is the San Blas Mountains,the highest elevation. There are many jungles and rivers in the territory. The province also has a series of islands in the Panama Bay, the most important of which is the Pearl Islands, 90 kilometers southeast of Panama City.

Chongqing Municipality, the only municipality in the central and western China, directly under the Central Government of the People's Republic of China, is the economic, financial, science and technology, shipping and trade logistics center in the upper reaches of the Yangtze River. It is a significant strategic stronghold for the development of the western region, an important link between the “Belt and Road” and the Yangtze River Economic Belt, and the trailblazer of opening up in inland China as well.

Chongqing, famous for its rivers and mountains,is located in the southwest of China, bordering Hubei and Hunan to the east, Guizhou to the south,Sichuan to the west, and Shaanxi to the north.It is a comprehensive transportation hub in the southwestern China, which goes from east to west,from north to south. Its Jiangbei International Airport is one of the “Top Ten” airports in the mainland. The Guoyuan Port is the largest water, rail and public transport port of China’s inland river planning and construction, which has unique advantages in transportation.

Chongqing, a famous historical and cultural city in China, has a long history of more than 3,000 years.The old Bayu region, centered on Chongqing, is the birthplace of Bayu culture and has fostered splendid culture and brilliant civilization.

The establishment of Sister Cities relationships between Chongqing and Panama Province means on the basis of equality and mutual benefit, the two parties agree to jointly promote friendly communications, economic and trade exchanges between the two peoples, and further enhance cooperation consensus and expand exchanges, and deepen exchanges and cooperation in the fields of the Internet, big data and artificial intelligence. What’s more, the two parties agree to unite institutions of higher learning, vocational schools and others to cultivate new forces in the Internet, big data and artificial intelligence.

Banan District & Sanjo City

Japan, located in East Asia, consists of Hokkaido, Honshu, Shikoku, Kyushu and more than 7,200 small islands, with a total coverage of 378,000 square kilometers. Japan is a highly developed capitalist country and the third largest economy in the world. The manufacturing industry is the mainstay of the national economy, and Japan leads the world in the scientific research, aerospace,manufacturing and education as well. Besides, the cultural industry led by animation and game industry,and developed tourism are also significant symbols.The representatives of traditional Japanese culture include tea ceremony, ikebana and calligraphy.

Niigata, located in the north central part of Honshu Island, Japan, is located in an alluvial plain formed by two rivers, Chikumagawa (the longest river in Japan) and Aganogawa, with a long and varied coastline. It is rich in natural resources and developed in transportation. It enjoys Shinkansen high-speed railways, an international airport and international trading ports, which is a central city and transportation hub in Japan and along the Sea of Japan, and a significant rice producing area in Japan.In April 2007, Niigata was officially upgraded to a“designated city under government order” with the authority of the county (provincial level) (equivalent to China’s “specifically designed city in the state plan”).

Sanjo City is one of the few industrial cities in Niigata Prefecture. The featured industries is metal manufacturing, including auto parts and construction steel, and the main products are exported to Europe.The manufacture of metal products began in 1720.In the middle of the 19th century, the metal products industry for cutting tools and households went well.

Banan District is located in the southwest of the Proper City of Chongqing, with rich tourism resources. There are aubergine cherries in Yudong,pomelo in Wubu town and other famous products,as well as tourist attractions, such as South Hot Spring, East Hot Spring and Shengdeng Mountain National Forest.

Banan District is rich in history and culture. More than 3,000 years ago, in the Shang Dynasty, the Ba people procreated here and established the capital.As the birthplace and inheritance of Ba, the culture of Ba has a long history, with 3,000 years. In history,there was heroic generals Ba Manzi, who “would rather sacrifice than give up the land”, Zou Rong,who is “the selfless soldier of the revolutionary army”,Yang Cangbai, who is the secretary general of Grand Marshal House of Sun Yat-sen, and Ding Xuesong,who is the first female ambassador of New China. It enjoys national intangible cultural heritages, such as“blowing and percussion music in Jielong town”, “folk songs in Mudong town”, and rich cultural resources,including Nanquan anti-Japanese war site.

Since November 2016, when Banan District and Sanjo City signed Memorandum of Understanding on Friendship and Cooperation, the bilateral cooperation areas have been continuously expanded and the cooperation relationship has further deepened. At the first SCE, Banan District and Sanjo City became sister cities relationship, marking the development of bilateral relationships into a new era.
