多規合一背景下村土地利用規劃編制內容探析

摘要 通過數據分析法、文獻研究法探析多規合一背景下村級土地利用規劃的基本內容和編制方法，得出優化村級土地利用規劃編制內容，能夠促進農村土地有序、規范和可持續利用的結論。然而目前我國村級土地利用規劃的研究尚在探索層面，相比于鎮級土地利用規劃并無實質性的差別，無法直接指導村莊的建設及管理工作?；凇岸嘁幒弦弧币延傻胤綄嵺`上升為國家戰略的發展背景，村土地利用規劃編制工作應按照“多規合一”的有關要求，與鄉（鎮）規劃、村莊建設規劃、專項規劃等做好銜接。

Abstract This paper uses data analysis and literature research methods to analyze the basic contents and methods of village level land use planning under the background of multiple planning integration. The research results indicate that optimizing the content of village level land use planning can promote the orderly， standardized and sustainable utilization of rural land. At present， Chinas planning on the village land use is still in the exploration level， but compared to the town level land use planning there is no substantial difference， cannot guide the village construction and management work directly. Based on “multiple planning integration” has risen by local practice for the development of the national strategy， the village land use planning work shall be in accordance with the relevant requirements，complete town planning， village construction planning， specialized planning and so on.

習近平總書記在2014年中央新型城鎮化工作會議上提出要積極探索能夠實現“多規合一”的方式方法，經過多年實踐，多規合一已經由地方實踐上升為國家戰略。村土地利用規劃編制工作按照“多規合一”的有關要求，與村莊建設規劃、鄉（鎮）規劃等做好銜接，在村域空間內形成“一張藍圖、一本規劃”[1]，具有現實及長遠的意義。隨著社會的發展，國家改變了以往單純關注新增建設用地的思路，將“增量”和“存量”空間統籌進行規劃調控。當經濟社會從空間擴張走向存量提升階段，增量土地利用規劃編制與管理方式已經難以適應，所以亟需探索各級存量土地利用規劃的內涵、特征、編制思路與政策機制；作為目前土地整理工作主戰場的鄉村地區，規范完善村土地利用規劃編制內容也是十分有必要的?！?br>
