The exchange between China and Latin American has a long history which played a great role in promoting the economic and social development of China and Latin American. Chinese civilization created the East Asian cultural circle dominated by Confucianism while the Latin American civilization,represented by Maya-Aztec-Inca civilization, made a great contribution to the progress and development of human civilization. The development strategy of Chinese Belt and Road Initiative is conducive to connect Chinese culture and Latin American civilization. The two ancient civilizations will jointly provide new programs and experiences for the building of a new fair and reasonable international order and a new situation in the world economy and culture of common prosperity and for the creation of a cooperative and win-win human destiny community.

The 19th CPC National Congress announced that socialism with Chinese characteristics has entered a new era, which is a new historical position in the development of contemporary China. This paper discusses the scientific cognition of ecological civilization in the new era of socialism with Chinese characteristics and elaborates the development paradigm of ecological civilization different from industrial civilization from perspectives of ethical values, value theory and principles of economic growth. Based on this and the new situation and new requirements, the paper puts forward some strategic measures for the construction of ecological civilization.

The potential of crop straw resources is great in China while the utilization of it is backward and it produces serious pollution for the agricultural production and living environment. Based on a large-scale investigation of farmers’ production in Henan Province, we find out the current situation of farmers’ straw utilization and their changing characteristics, estimate the determinants in farmers’ utilization of crop straw and find that the scale and structure of planting affect the way and behavior of straw utilization. To this end, the paper puts forward that the circulation of land be accelerated, the scale of operation be expanded; the investment in baling machinery industry be enlarged to improve the processing efficiency of straw; the straw processing mechanism based on government-Enterprise-farmers win-win cooperation be established.

The paper discuss the gender difference of P2P loan participants in willingness to borrow, financing efficiency and default risk with the transaction data from a P2P loan website. The empirical analysis demonstrates that: either borrowing willingness or lending willingness of female participants is less than male participants. However, as P2P loan is gradually known to people, the proportion of female borrowers and female lenders is increasing as time goes on; the financing efficiency of female borrowers is higher than male borrowers, although their proportion is lower than that of male borrowers; the default rate of female borrowers is lower than male borrowers, which suggests that investors hold a rational preference about borrowers’ gender.

Rousseau, an enlightenment thinker, first realized that the historic formation means the ruining of individual sovereignty. He attempted to overcome the moral deduction in historical process by keeping far away from realistic society to make human beings return to the “good” of the “nature”, and thus to recover individual sovereignty and realize man’s freedom. However, as Rousseau did not find out the roots of moral deduction, nor did he correctly realized the relationship between individuals and the society, he could not fundamentally break up the “l(fā)ock” hung on human beings on the root. Rousseau’s historic paradox shows that he merely paid attention to the “passive factors” in the historical process, while he did not see the “active achievements”. As a matter of fact, Marx’s “human emancipation” could not come true without the full development of “historicity”.

Cities and the level of their development in central China in the period of the Wei, Jin and Northern and Southern Dynasties are mainly reflected in the planning and layout of capital cities and the capital system. The system of five capital cities created by Wei Dynasty is a pioneering work in the history of ancient capital cities and the planning and layout of Ye city among them has great influence on future generations. Luoyang in North Wei Dynasty occupies an important position in the development of ancient Chinese cities. In the period of the Wei, Jin and Northern and Southern Dynasties, a new form of settlement represented by “village” emerged widely in central China, which is the most discernible entity in the countryside except the cities and towns. The villages were formed in two paths: change from settlements to villages and change from State Farms and Wubi to villages. The two paths crossed each other and each of them has its own characteristics.
