The evolution of form and mode of international trade is a slow, gradual and natural process, but when the evolution continuously accumulates, to some certain conditions, disruptive reform or change will occur, becomingthe international trade format or industry constantly replacing. E-international trade is the evolution of trade form with the interaction between productivity development level, science and technology revolution, industry changes, level of productivity and other variables, and it is the main trade way of the next generation and will gradually integrate with the general trade, processing trade, border trade and procurement trade. Therefore, it is necessary to determine theoretically the theoretical connotation and evolution law of E-international trade mode, and accelerate the construction of the theoretical system of E-international trade.

the reform and opening up of China′s science and technology is the forerunner of the overall reform and opening up of the country. In the 40 years of reform and opening up, some major initiatives of the development strategy of reform of the science and technology and system and mechanism have been launched, promoting the liberation and development of science and technologyproductivity, improving China′s scientific and technological strength and innovative vitality, leading to great progress of the national innovation system, the construction of innovationculture, and science and technology management level. Facing the future, the development of science and technology in China is facing the challenges of unbalanced development, continuous supply and demand contradiction, lack of key innovation ability and so on. In the future, in order to implement the strategy of innovation-driven development, this paper puts forward some suggestions on the following three aspects: grasping the correct guiding ideology, doing a good strategic layout, and enhancing ability in the global innovation governance.

This paper analyzes the current difficulties and challenges China′s manufacturing industry is facing, points out the weak capacity of independent innovation and structural contradictions are the main bottlenecks, puts forward some ideas that to reshape the new advantages of manufacturing industry requires placing the enhancement of the capability of independent innovation in the first place, promotingthe transition of innovation strategy from imitation-tracking to the leading the leap, promotingthe innovation and design to lead the manufacturing in China towards creation in China, constructing the social innovation ecosystem of “public business, mass entrepreneurship and innovation”, and creating a enterprise ecological environment with symbiosis, prosperity and sustainable development.

since the reform and opening up, China′s banking industry has made great development and progress, and the international status has increased rapidly. However, growing up and increasing status do not mean maturity. Reviewing the process of “growing up” of China′s banking industry which is full of twists, turns and firm exploration; after the financial crisis, the international status of China′s banking industry should be correctly evaluated; the lessons of foreign financial institutions are more worthy of our careful absorption. Only in this way can China′s banking industry mature smoothly.

Aiming at the grim situation facing the national financial security of our country, this paper analyzes the deficiency of traditional monetary policy and fiscal policy as well as commodity reserve system construction, expounds the relation and the function of the strategic reserve and national financial security, and tries to propose some feasible measures of preventing financial risks to establish a enterprise joint stock mechanism, build cooperative security mechanism for reservation and production capacity, and improve the strategic reserve function, and discusses the means and paths to scientifically apply reserve assets to prevent financial risks. It puts forward policy recommendations to improve the strategic reserve function, constructing large reserves, reserve assets circulation, guaranteeing financial security, in order to promote the strategic reserve and the protection of national financial security.

In the important period of deepening the structural reform of agricultural supply side, the reform and innovation of rural land system has become an important breakthrough to solve the problems of agriculture, rural areas and farmers, and the basis and premise of activating the value of rural assets. Rural property right system is the foundation of rural governance and the most important endogenous dynamic mechanism. To improve the rural collective property rights legal system, establish modern system of rural collective property system that adapts to the requirements of market economy under the new norm of economic development, innovate collective property rights governance mechanism, and establish and improve the rural property rights system with symmetric rights and responsibilities, normative operation procedure will greatly release new energy for the reform of rural development, having important strategic significance for solving the problems of insufficient rural economic development momentum.

According to the international development experience, During the “13th Five-Year” period, China′s urbanization will have five trends characteristics, with its focus transferring from the labor force urbanization to consumer urbanization, its driver changing from industry-driven to industry and consumer driven wheel, its mode shifting from extensive to intensive and accelerating the city population concentration, and its form moving from big city led to city group led. At the same time, China′s urbanization′s further developments is facing the prominent problems and difficulties, such as the weak capacity of comprehensive bearing of cities and towns, biased development concepts, urban and rural dual management system and the shortage of the traditional urban management system. In the“13th Five-Year” period, China′s urbanization should conform to the development trend of urbanization, adhere to development mode with the people as the core, city group as the main form, improving the comprehensive carrying capacity of the city as the support, institutional innovation as the safeguard, and the innovation of urbanization, and embark on the new urbanization path with people-oriented, reasonable layout of urban and rural, green low-carbon and cultural heritage.

(8)ThemovementtrendsoftheUSdollarindexandChina′scountermeasurechoice

The dollar circulation mechanism is the basis for the operation of Jamaica international financial system. Under that mechanism, the dollar index shows a depreciation cycle of about 10 years and an alternative 6 years′ appreciation cycle. At present, the dollar interest rate rising cycle has started. However, the trend of the dollar index has exhibited a paradox of“ought to be” and “reality”. This is because the current dollar index does not have a basis for sustained rising. Comprehensive judgment shows that, in the next year, it is more likely for the dollar index to be within the box of 115 as the upper limit, under great short-term downward pressure. In order to avoid the dollar interest rate hike risk, China should promote Sino-US FTA (FTA) construction to achieve mutual benefit and win-win through market integration; promote the “Belt and Road” construction to strengthen the foundation for economic development; create a good and stable development environment; consolidate the foundation of national security; reasonably allocate diversification of foreign exchange reserves; enhance economic base of private sector, flexibly promote the internationalization of RMB.

The international famous bay areas havefeatures such as an open economic structure, efficient allocation of resources, convenient traffic system, strong innovation ability, livable environment, inclusive culture, strong agglomeration function, wide spillover effect.The construction of Guangdong-Hong Kong- Macao BayArea should learn from these characteristics, scientifically demarcate geographical scope, map out the level planning of Bay area′s regional development, guide industries to avoid homogeneous competition, build the quality life circle for the BayArea and innovate mechanism and mode for cooperation development.
