The City's Only Highway Bonded Logistics Center Became a New Force for Open Economy Chongqing Nanpeng Highway B Builds ASEAN International Cargo Distribution Center

On August 9, 16,600 bottles of high-end mineral water "Paris water" of Jingdong Global Purchase,successfully went through customs in Chongqing Nanpeng Highway Bonded Logistics Center (Type B) (hereinafter referred to as "Chongqing Nanpeng Highway B") and entered bonded warehouse. The next morning, the goods, after customs' on-site inspection and completion of customs clearance, were immediately sent and brought to customers, which substantially saved the clearance time of cross-border goods and shortened distribution time.

Integration of important nodes of southbound international logistics resources

On April 26 this year, Chongqing Nanpeng Highway B officially started operations after the audit and recognition of the General Administration of Customs,the Ministry of Finance, the State Administration of Taxation and the State Administration of Foreign Exchange, which marked the completion of another platform served for open economy in Chongqing after the bonded area of airport, railway and Cuntan.Chongqing Nanpeng Highway B is currently the only highway bonded logistics center in Chongqing and also filled bonded center void of southbound area to the Yangtze River in the main city of Chongqing.

Chongqing Nanpeng Highway B has strengthened the opening to the outside and promoted the construction of western region of Chongqing, assisting Chongqing in better blending in “The Belt and Road” Initiative and the development of Yangtze River Economy Belt.

The opening of the center have further enabled the acceleration of the construction of the international logistics channel south to Chongqing and the promotion of the wide opening of Chongqing.

Chongqing Nanpeng Highway B can meet logistics needs of the bonded commodity display, cross-border e-commerce and other emerging trade warehousing and provide bonded logistics services such as bonded warehousing services, customs inspection, simple processing and so on for Chongqing exports to Southeast Asia and Southeast Asian imports to China.It will benefit the countries along "The 21st CenturyMaritime Silk Road", especially the 10 countries of ASEAN, and formulate the bonded logistics functions that the construction of the economic corridor between China and Indo-China Peninsula requires, and further enhance the Chongqing's impact, radiation and driving force in South Asia and Southeast Asia.

Chongqing has a prominent regional advantage on the international cooperation with ASEAN, which has made Chongqing an important partner of ASEAN countries. Chongqing is also the central city of manufacturing, commerce, logistics, fi nance and information in the mid-west China and is bound to become the transportation hub of ASEAN's access to China's northwest, southwest, northeast,Central Asia and Eastern Europe. It will play an even more important role in China-ASEAN free trade area.

According to the of fi cial of Chongqing Ba'nan District government,Chongqing Nanpeng Highway B, as an important carrier of Chongqing-ASEAN international logistics channel and node of the integration of the southbound international logistics resources,the opening of which represents that the official completion of southbound international road in Chongqing and its gradual improvement in comprehensive services.

As the fi rst highway bonded logistics center which has integrated with bonded warehousing, value-added logistics, commodity trading and other functions, Chongqing Nanpeng Highway B will gather a variety of resources on the city's road transportation and serve the real economic development of surrounding areas. At the same time, forming domestic “ASEAN cargo distribution center”of the western inland area in Chongqing by “five fixed” Chongqing-ASEAN regular lorry will promote the smooth running of the Chongqing-ASEAN International Logistics Channel and realizing commercial circulation.

Enterprises are entitled to protective tariff and other preferential policies

August 11, Snow Company, a logistics enterprise which focuses on bonded warehousing that entered Chongqing Nanpeng Highway B completed the application of the bonded processing book and went through customs' approval and became the first enterprise with bonded processing books in the bonded logistics center in Chongqing. Chongqing Nanpeng Highway B has also become the fi rst bonded logistics center where a bonded processing book enterprise (type B) had entered.

According to the person in charge of Chongqing-ASEAN International Logistics Park, the enterprises that have settled in Chongqing Nanpeng Highway B will enjoy two major advantages in import and export customs clearance: First, the cost of capital of imported enterprises will be reduced, and the goods imported from overseas can be stored in the bonded logistics center according to the actual needs, import duties and import VAT, consumption tax can be paid after the declaration ; Second, it is conducive to cash flow of export enterprises, "warehousing is tax rebate" policy is available in bonded logistics center, enterprises can apply for tax rebates as soon as export goods enter the center thus accelerating the funds fl ow of the enterprises.

Chongqing Nanpeng Highway B is located in District D of Chongqing-ASEAN International Logistics Park in Chongqing Nanpeng Highway logistics base. the starting point of Chongqing-ASEAN International Logistics Road. It is “seamlessly” connected with Chongqing Inner Ring Expressway, Chongqing Outer Ring Expressway, Chongqing-Hunan Expressway and Chongqing-Guizhou Expressway. Chongqing Nanpeng Highway B covers a total area of 205 acres, with a total construction area of 105,000 square meters. The main buildings are the bonded warehouses,about 90,000 square meters, the Joint Inspection office building,about 15,000 square meters, as well as the free bank, supervision warehouse, public sorting area and etc. supported by intelligent bayonet, fence, monitoring alarm system and other equipment.It can meet the needs of bonded warehousing, international logistics and distribution, simple processing, import and export trade, entrepot trade, export tax rebates, merchandise display,cross-border e-commerce and other operations related to bonded logistics .

Except for three shared policies that country has granted to bonded area including "Domestic goods which entered the bonded logistics center are regarded as exports and enjoy the export tax rebate policy", "Foreign goods which entered the bonded logistics center are bonded", " Value-added tax and consumption tax are not imposed on the goods traded among the enterprises of the logistics center", the enterprises can also enjoy the "rent preferential policies", " subsidy policy of incremental part of import and export trade", "Income tax, value-added tax bonus policy", "Loading and unloading, sorting line operations, short bar and other operating subsidies"and etc.

According to the statics of Chongqing International Logistics Co. Ltd., by the end of July, seven companies have settled in Chongqing Nanpeng Highway B, and another 11 companies are discussing settling matters. It is foreseeable that the operation of Chongqing Nanpeng Highway B will continue to enrich the types of goods of Southeast Asia in Chongqing market, giving the citizens of Chongqing more choices, such as rice, fruits, food and spices from Cambodia, Vietnam and Thailand as well as presenting fresher,more diverse, more quality products of Southeast Asia to the public.
